Job Descriptions:

Risk Management

  • Develop, implement, and maintain the Enterprise Risk Management (ERM) framework.

  • Identify, assess, monitor, and report operational, financial, strategic, technology, liquidity, fraud, and reputational risks.

  • Maintain the corporate risk register and monitor risk mitigation plans.

  • Conduct periodic risk assessments across all business units.

  • Promote a risk-aware culture throughout the organization.

Compliance Management

  • Ensure compliance with Da Afghanistan Bank regulations, EMI licensing requirements, and applicable laws.

  • Develop and maintain compliance policies, procedures, and internal controls.

  • Monitor compliance with internal policies and regulatory obligations.

  • Coordinate regulatory reporting and compliance reviews.

  • Serve as the primary point of contact for regulatory compliance matters.

AML/CFT & KYC Oversight

  • Develop and oversee the implementation of AML/CFT and KYC policies and procedures.

  • Monitor suspicious transactions and ensure timely reporting to the relevant authorities.

  • Conduct customer and agent due diligence reviews.

  • Ensure ongoing sanctions screening and transaction monitoring.

  • Coordinate AML/CFT training and awareness programs.

Internal Controls

  • Design and evaluate internal control systems.

  • Conduct compliance monitoring and control testing.

  • Recommend corrective actions to address control weaknesses.

  • Monitor implementation of corrective action plans.

Risk Monitoring and Reporting

  • Prepare periodic risk and compliance reports for Executive Management and the Board.

  • Report significant risk exposures, compliance breaches, and emerging risks.

  • Develop and monitor Key Risk Indicators (KRIs) and compliance metrics.

Policy Development

  • Develop, review, and update risk management, compliance, AML/CFT, KYC, fraud prevention, and operational policies.

  • Ensure policies remain aligned with regulatory changes and industry best practices.

Training and Awareness

  • Conduct risk, compliance, and AML/CFT training for employees, branch staff, and agents.

  • Promote awareness of regulatory obligations and ethical business practices.

  • Support departments in implementing effective risk management practices.

Job Requirements:

Qualifications:

  • Bachelor's degree in Finance, Banking, Accounting, Business Administration,  Economics, Risk Management, or a related field.

  • Master's degree or professional certification (CAMS, CISA, CRMA, CIA, FRM, or equivalent) is an advantage.

  • Minimum of 5 years of professional experience in banking, Electronic Money Institutions (EMIs), fintech, or financial services in risk management, compliance, AML/CFT, or internal audit.

  • Experience working with financial sector regulatory requirements and governance frameworks.

  • Fluency in English; knowledge of Dari and Pashto is highly desirable.
