Role Purpose:
To provide conceptual and technical leadership in the preparation of work plans and associated budgetary and procurement needs of Food security and livelihood Programme design, implementation and follow up to ensure efficient and effective implementation of livelihood and food security Programme in all target locations in Northeast, Afghanistan.
To develop capacities of project staff (project assistant’s/ field officers) and beneficiaries, CDC members and local authorities in implementing food security and livelihood activities.
- To support the FSPM and other t management team members in defining appropriate food security and livelihood Programme strategies and approaches for the targeted communities.
- To actively contribute in the process of KAP, need assessment/baseline surveys and end line surveys and overall, MEAL functions.
- To actively take part in the process of project proposal development and budget preparation when asked by the supervisor.
- Any other official task assigned by the line supervisor.
Key Working Relationships (horizontal & vertical)
The RO-FSL Officer administratively reports to Food Security and Livelihood program manager-FSL-PM. The RO-FSL is required to maintain regular working relationship with Field Officers and other Programme staff in the field. S/He also is responsible to coordinates with staff of other thematic Programmes, with Finance, Human Resources, Logistics, Security and other operational support units, and with project beneficiaries, CDC members and local, district and provincial authorities.
Scope of the Role:
Reporting directly to the PM. RO-FSL ensures effective implementation of livelihood and food security programme in line with the Mission East country strategies, vision, mission and values and/or as per donor requirements.
Key Responsibilities and Accountabilities
RO-FSL is accountable to fulfil his/her roles and responsibilities in line with Mission East Code of Conduct, values, principles and in all its conduct, puts primacy to the best interest of Mission East. Key performance indicators as follows:
Programme Development and Management:
- Guide and support needs assessment/feasibility studies related to Food Security and Livelihood.
- Support the identification and verification of project sites and beneficiaries and interventions related to Food Security and Livelihood.
- Coordinate and support MEAL on the conducting monitoring and evaluation activities
- Contribute to the process of proposal development and budget estimation when asked by the supervisor.
- Compile most significant change stories and share them with relevant team members.
- Regularly visit district and provincial DDA, DAIL and DRRD representatives for discussion on project progress and seeking their support/advice in Programme development and implementation
- Work closely with the ME local NGO partners and support them in developing their capacities, monitoring their projects and
- Any other official task assigned by the line supervisor.
Quality Program Implementation:
- Prepare monthly and weekly activity plans according to the approved Detailed Implementation Plans (DIP).
- Supervise effective implementation of food security and livelihood activities in the target districts and communities.
- Facilitate preparation of BoQ, procurement and distribution of equipment, tools, supplies and materials needed to implement Programme components related to food security and livelihood.
- Ensure compliance of procured materials and services with technical specifications as per signed contract.
- Conduct regular field visits and establish quality control mechanisms to ensure ME quality standards throughout the implementation of Programme components related to food security and livelihood.
- Provide regular feedback to FSL PM on various implementation issues and challenges for their early resolution ensuring smooth implementation of activities.
- Document/presentable filing Programme activities, progress, challenges, and learnings for future implementation of similar projects and ensure accountability and transparency in Programme implementation.
- Prepare quality monthly reports, sitreps and output trackers on Programme components related to food security and livelihood.
- Contribute in the preparation, review and tracking of Food Security and Livelihood Programme budget for Programme sub-components.
Networking / Coordination:
- Actively participate and contribute in provincial/district/cluster level coordination meeting as requested by FSL PM or another senior member.
- Contribute and support district / provincial emergency assessments and response as requested by FSL PM.
- Establish working relationship with provincial and district level authorities, communities, agriculture schools, non-governmental organizations, cooperatives and private sectors.
- Maintain good coordination and working relationship with other Programme components and operational support units of ME at the field level.
Staff Management:
- Conduct or facilitate training and other learning events for programme assistants/ field officers, project beneficiaries, community members, DDA, CDC members community Food Security and livelihood Facilitator on food security and livelihood.
- Provide technical assistance and backstopping to Programme assistants/ Field Officers in implementing programme activities.
- Support recruitment, supervision and capacity building of staff for Programme components related to food security and livelihood.
- Conduct performance appraisal of the Livelihood and food security staff and document major issues identified during the appraisals.
