In light of the increasing number of returnees arriving from neighbouring countries—particularly from Iran—and returning to their areas of destinations, World Vision Afghanistan is implementing a multi-sectoral response at both the border and in the returnees’ destination areas.
The Returnees Response Manager (RRM) will be responsible to support design and overseeing the planning, coordination, implementation, and monitoring of services provided to returnee populations. This role ensures effective emergency service delivery, reintegration, access to basic services, and the protection of rights. Additionally, the RRM will lead early recovery and reintegration efforts aimed at addressing the long-term needs of destination communities.
Key responsibilities include coordinating humanitarian and early recovery interventions targeting returnee populations, and host communities. The RRM will liaise with government authorities, UN agencies, NGOs, and community leaders to ensure a comprehensive, needs-based response. S/he will represent WVI in all returnees' coordination forums.
This position is based in Herat, with regular travel to border areas and returnee settlements.
Major Responsibilities
Response Plan and Management
- Lead the planning and implementation of the returnee-focused interventions across sectors including shelter, WASH, protection, health, livelihoods, and food security.
- Develop, update, and implement returnee response strategies and action plans in line with World Vision Afghanistan policies.
- Ensure integration of programming with WV interventions in areas of return where WV is operational, aligning efforts with the organization’s broader recovery and resilience objectives.
- Providing needs-based emergency services to the returnees at the border and also in the areas of return.
- Coordinate and support MEAL in assessments for the timely information gathering and decision making
- Work closely with the communications and advocacy team on providing Project content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders
- Work closely with local structures to facilitate the implementation and sustainability of recovery interventions
- Coordinate with Supply Chain department for timely and quality procurement of response inputs
- Coordinate with People and Culture department for timely onboarding of required person.
Stakeholders Engagement
- Represent the organization in coordination forums such as Returnee Working Groups, Border Coordination Forum, and inter-agency clusters and other relevant coordination meetings.
- Strengthen coordination mechanisms among NGOs, UN, and government actors to avoid duplication and enhance complementarity.
- Facilitate partnerships with local authorities, communities, and civil society for sustainable reintegration approaches.
- Ensure that WV is reporting its services in 5Ws, and other reporting channels such as sitrip, report hub and clusters reporting platforms
Monitoring, Reporting, and Analysis
- Monitor evolving needs of returnee populations and adjust plans accordingly.
- Ensure timely reporting on returnee assistance provided, gaps identified, and emerging trends.
- Lead returnee mapping and vulnerability assessments in coordination with MEAL team, and sector leads
- Conduct routine visits to project sites for purposes of monitoring and advisories to field teams
- Constantly monitor and report on progress of the Program to all stakeholders
Capacity Building and Technical Support
- Train and mentor field staff and partners on returnee-focused programming, conflict sensitivity, and protection standards.
- Provide technical guidance on inclusion of returnees in community-based programming and resilience initiatives.
- Ensure staff appraisal and feedback mechanisms in place and updated;
- Manage staff leaves to ensure that staff take leave during their contract period

Budget Management:
- Manage response budget within approved spending levels and ensure accurate and timely financial reports to donors and steering committee.
- Ensure grant/project compliance whereby project expenditures are reasonable, allocable, prudent, and spent in accordance with donor rules and regulations to ensure compliance with external audit.
- Oversee supply and equipment procurement, acquisition, disposition, and management in compliance with WV internal and donor requirements.
- Liaise with host government officials, local communities, farmers, partners and other organizations as appropriate;
Monitoring, Reporting, Documentation & Knowledge Management
- Maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems
- Conduct routine visits to all project sites for purposes of monitoring and operational support.
- Submit timely accurate and quality reports that meet donor requirements.
- Develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.
- Ensure documentation of lessons identified, case studies and evidence of impact for reflection, learning and dissemination.
