About Première Urgence - Aide Médicale Internationale (PU-AMI)

PU-AMI (known globally as Première Urgence Internationale, PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. PU-AMI’s teams are committed to support vulnerable communities and populations, those marginalized, hit by conflict, natural disaster or economic downturns. PU-AMI’s main objective is to contribute to reduction in morbidity and mortality, and provide emergency relief to those in immediate need in order to help them regain their dignity.

Afghan mission is the oldest of PUI missions, with the first medical intervention launched in 1979 just after the Soviet troops crossed the country’s borders. PU-AMI teams currently deliver the integrated health care, combined with nutrition, psychosocial support; water, sanitation and hygiene (wash), as well as trauma services. The organization implements projects mainly in eastern parts of the country, and increasingly in the South-East Region. Since the COVID-19 outbreak in 2020, PU-AMI has also positioned itself as one of the main actors in preparedness and response to the pandemic, implementing health and wash-cantered activities at health facilities and community level in Kabul and beyond.

Globally, PUI provides assistance to around 6 million people in 23 countries and across 5 continents: Africa, Asia, Middle East, Latin America, and Europe.

 ماموریت افغانستان  قدیمی  ترین مآموریت پی یو آی بوده و  با اولین مداخله در بخش صحی در سال1979  فقط درست بعد از عبور نیروهای شوروی از مرز های کشور آغاز شد.

تیم های پی یو ای ام آی در حال حاضر مراقبت های صحی ادغام یافته همراه با تغذیه حمایت روانی اجتماعی-آب-نظافت و حفظ ا لصحه واش و خدمات  تردیدات یا تروما را ارایه میدارد.

 این اداره عمدتآ پروژه ها را در  بخش شرقی کشور و بطور فزاینده در مناطق جنوب شرقی کشور  از زمان شیوع  کرونا در  2020  تطبیق مینماید .

پی یو ای ام آی  همچنین منحیث بازیگر اصلی در آمادگی و پاسخ به بیماری همه گیر – اجرای فعالیت های صحی و واش در سطح مراکز صحی و جامعه در کابل و فراتر از آن موقعیت خود را تثبیت نموده است.

Job Descriptions:

RESPONSIBILITIES AND TASKS

Roles and responsibilities            

  1. Human Resources: S/he will supervise all members of Data teams to enhance their capacities and support the achievement of roles detailed in job descriptions;
  2. Logistics and Administration: S/he will oversee the logistics and administrative duties related to Data under his/her responsibility;
  3. Strategy: S/he will develop a new strategy with support from the MEAL Coordinator ; focusing on the transition of Data management to the MEAL team, and also the efficiency, frequency, and quality of reporting.
  4. Data Management: S/he will ensure implementation of the Data strategy at mission level and provide technical support;

specific objective and linked activities

  1. MISSION LEVEL DESIGN AND SUPERVISION OF PROGRAM DATA ACTIVITIES
  1. Lead the development of a Program Data strategy in accordance with PU-AMI policies;
  2. Specify data systems for different operational departments/activities;
  3. Design information systems and associated procedures;
  4. Develop mission level data analysis, reporting and technical templates;
  5. Develop a migration plan for existing and new data;
  6. Lead base level and mission level electronic archiving and backup systems;
  7. Creating and rolling-out adapted ways of tracking projects with quality data;
  8. Developing SoPs and trainings in line with the new strategy and ensuring adherence throughout the bases.
  1. CAPITALIZATION/INSTITUTIONAL KNOWLEDGE BUILDING
  1. Capitalize on previous lessons learnt at base level in order to design and lead trainings for capacity building amongst base teams;
  2. Design and leading training for enhanced capacity amongst the MEAL, Data, and Health teams.
  3. EXTERNAL REPRESENTATION AND REPORTING
  4. Participate in the Information Management Working Groups;
  5. Participate and support network development between agencies for enhanced use of databases outputs;
  6. Monitor and follow Data developments within Afghanistan and to bring those best practices back into the mission;
  7. Participate when needed in the development of proposals. 
  1. GEOGRAPHICAL INFORMATION SYSTEM
  1. Develop and support GIS production ;
  2. Create comprehensive maps that represent base level data collected for mission level presentation;
  3. Train field staff on GIS techniques/software.

 

  1. TEAM MANAGEMENT AND CAPACITY BUILDING
  1. In collaboration with the HR department, participate in the recruitment process(es) of staff under his/her line management and support the MEAL Coordinator in: drafting job descriptions/technical tests/interview forms, shortlisting resumes and conducting interviews;
  2. Brief newly recruited personnel under his/her management on their roles and responsibilities;
  3. Ensure the adherence of his/her subordinates to all PU-AMI’s policies, rules and regulations;
  4. Ensure the respect and implementation of HR procedures in accordance with PU-AMI’s Policies and Guidelines (i.e. daily management, disciplinary procedures, performance appraisals, leaves management, trainings and capacity building, etc.) in collaboration with the Human Resources department and Health Coordinator;
  5. Monitor and provide objective feedback related to the performance of the staff under his/her supervision (including staff performance appraisals every 6 months) to promote professional development;
  6. Solve team conflicts and ensure team building and discipline.

The tasks and responsibilities defined in this job description are non-exhaustive and can evolve depending on the project’s needs.

PRIORITIES OF THE DEPARTMENT

  1. Creation of a Data strategy at mission level;
  2. Provision of technical support to the teams in a timely manner;
  3. Producing mission level analysis of data available for publishing ;

Designing and rolling out improved Data and Reporting systems , potentially including new Software.

Job Requirements:

MANDATORY REQUIREMENTS:

  1. Language skills: Fluent in Dari, Pashto, and English (speaking/reading/writing);
  2. Education degree: University degree or Technical diploma in Computer Science or related subject (or significant prior experience);
  3. Work experience: 5 years’ Experience in NGOs relating to Data or MEAL (expérience in Health data preferred); using project management tracking tools, liaising with the ministry of public health
  4. Knowledge & skills: Good management capacities and team leadership spirit / Ability to manage priorities and take initiatives / Accountability and timely delivery;
  5. Computer skills:
  • Computer hardware and software troubleshooting and configuration;
  • Software installation;
  • Excellent knowledge of Excel;
  • Familiar with windows systems and applications;
  1. Other:
  • Pedagogical skills;
  • Good knowledge of humanitarian actors and donors.
