Position Purpose
The Finance Officer is responsible for accurate accounting, payment review, cash and bank controls, budget monitoring, donor-compliant financial reporting, statutory compliance, and complete financial records for ASLO's Kabul Main Office and assigned projects. The role supports reliable management decisions and responsible stewardship of funds through timely reporting, strong internal controls, confidentiality, and full audit readiness.
Key Responsibilities
Accounting and General Ledger Management
· Record financial transactions accurately and promptly in QuickBooks or another approved accounting system using the correct account, project, donor, location, activity, budget line, and currency codes.
· Review vouchers and supporting documents for completeness, accuracy, authorization, allowability, budget availability, procurement compliance, tax treatment, and mathematical correctness before posting or payment processing.
· Maintain orderly ledgers, journals, subsidiary records, advances, receivables, payables, prepayments, accruals, and fixed-asset financial records.
· Prepare month-end entries, reconciliations, schedules, and corrections with a clear audit trail and documented approval.
· Ensure transactions are not backdated, deleted, concealed, duplicated, or modified without appropriate authorization and system audit history.
Cash, Bank, and Treasury Controls
· Prepare cash forecasts and payment schedules based on approved budgets, program plans, contractual obligations, and available funding.
· Manage assigned cash and bank processes in accordance with delegated authority and segregation-of-duties requirements.
· Prepare accurate bank, cashbook, mobile-money, and transfer reconciliations each month and investigate all outstanding or unusual items promptly.
· Maintain approved cash limits, safe custody procedures, payment-security controls, and surprise cash-count documentation.
· Verify beneficiary, vendor, employee, and partner bank details through approved independent controls before first payment or any change of account.
· Minimize cash payments where safe and feasible and ensure every payment method is properly authorized, traceable, and supported.
Payment and Advance Management
· Process supplier, payroll, travel, field, program, and partner payments only after verifying the complete approval and supporting-document package.
· Maintain an advance register and monitor staff, travel, program, supplier, and partner advances against approved liquidation deadlines.
· Review advance liquidations for original evidence, activity completion, budget coding, procurement compliance, exchange rates, unused balances, and timely refund.
· Escalate overdue advances, unsupported expenditures, duplicate documents, suspicious invoices, altered records, or unusual payment instructions.
· Ensure no employee approves a payment to themselves and no payment is released without the required maker-checker and authorized signatory controls.
Budgeting, Forecasting, and Financial Analysis
· Support development of organizational, project, department, and activity budgets using approved assumptions, cost allocations, staffing plans, procurement plans, and implementation schedules.
· Prepare monthly budget-versus-actual reports and analyze variances, burn rates, commitments, forecast-to-completion, funding gaps, exchange-rate effects, and cost-allocation issues.
· Meet regularly with budget holders to explain financial performance, identify corrective actions, and document approved budget revisions or reforecasts.
· Prevent spending against exhausted, ineligible, unapproved, or incorrect budget lines and seek guidance before commitments are made.
· Support cash requests, fund forecasts, no-cost extensions, budget modifications, and financial aspects of proposals as assigned.
Grant and Donor Financial Management
· Maintain a clear understanding of assigned grant agreements, approved budgets, reporting calendars, cost-eligibility rules, exchange-rate requirements, procurement conditions, and donor-specific documentation.
· Prepare accurate and timely donor financial reports, fund requests, expenditure schedules, co-financing reports, and supporting reconciliations.
· Reconcile donor reports to the general ledger and explain all adjustments, accruals, advances, commitments, exchange differences, and shared-cost allocations.
· Monitor financial deliverables, reporting deadlines, disbursement conditions, closeout requirements, and the resolution of questioned or disallowed costs.
· Support partner financial assessments, budget reviews, monitoring visits, expenditure verification, liquidation review, and capacity strengthening when assigned.
Payroll, Tax, and Statutory Compliance
· Review payroll inputs against approved contracts, attendance, timesheets, salary scales, changes, deductions, benefits, project allocations, and authorized HR records.
· Prepare or verify payroll reconciliations and ensure salary and statutory payments are authorized, accurate, confidential, and timely.
· Calculate, withhold, record, pay, and reconcile applicable taxes and statutory obligations in accordance with Afghan law and ASLO procedures.
· Maintain complete tax files, payment evidence, returns, exemptions, and correspondence and coordinate with authorized government offices when formally assigned.
· Keep current with relevant financial, tax, banking, and donor requirements and advise the Finance Manager on material changes.
Financial Reporting and Management Information
· Prepare monthly financial packs including trial balance, balance sheet schedules, income and expenditure, cash position, budget performance, advances, payables, receivables, and exception analysis.
· Provide accurate financial data and analysis to management, program teams, budget holders, donors, auditors, and authorized stakeholders.
· Maintain reporting calendars and ensure all routine reports, reconciliations, tax submissions, and grant deliverables are completed by approved deadlines.
· Use clear explanatory notes so that significant variances, risks, assumptions, and unresolved items are transparent to decision makers.
Internal Controls, Compliance, and Risk Management
· Apply ASLO's delegation of authority, segregation of duties, chart of accounts, finance manual, procurement rules, grant conditions, and document-retention requirements.
· Conduct routine control checks and immediately report suspected fraud, corruption, conflicts of interest, ghost workers, duplicate payments, falsified documents, sanctions concerns, or control override.
· Support risk assessments and implement agreed actions arising from finance reviews, audits, donor monitoring, spot checks, or investigations.
· Protect system credentials, financial data, bank information, payroll details, personal information, and confidential reports from unauthorized access or disclosure.
· Ensure maker, checker, approver, custodian, recorder, reconciler, and reviewer roles remain appropriately separated.
Audit, Verification, and Record Retention
· Maintain complete, chronological, indexed, and retrievable financial files in physical and approved electronic formats.
· Prepare audit schedules, account analyses, transaction samples, confirmations, reconciliations, and supporting documents for internal and external assurance activities.
· Respond to audit and donor queries accurately, transparently, and within agreed deadlines; do not alter, recreate, conceal, or remove original evidence.
· Track findings and management actions to timely closure and preserve evidence of corrective measures.
· Support grant and project closeout, final reconciliations, asset and liability disposition, record archiving, and remaining-fund settlement.
Team Support and Capacity Building
· Provide practical guidance to finance and non-finance staff on budgeting, supporting documents, allowability, advances, coding, deadlines, and internal controls.
· Review work completed by assigned finance support staff and provide constructive coaching and documented follow-up.
· Coordinate closely with HR, Procurement, Logistics, Programs, MEAL, Compliance, Internal Audit, and provincial teams while preserving finance independence.
· Contribute to improvements in financial procedures, templates, reporting tools, accounting-system use, and control design.
Authority and Internal Controls
· May prepare, review, record, reconcile, and recommend financial transactions only within formally delegated responsibilities.
· May not approve own payments, act as both preparer and final approver, change vendor bank details without independent verification, or override established controls.
· Must place on hold and escalate any transaction with missing authorization, insufficient evidence, budget or donor ineligibility, procurement noncompliance, suspicious instructions, sanctions risk, or possible fraud.
· Must not share passwords, electronic tokens, safe keys, blank checks, banking credentials, payroll data, or confidential financial information outside authorized arrangements.
