Job Descriptions:

The Finance Manager at Shamal Telecom is responsible for leading and managing all financial activities of the Herat branch office, including financial planning, accounting, financial reporting, budgeting, and treasury management.

This role ensures that all financial operations related to internet services, technical equipment, subscriber revenues, and operational expenses are managed efficiently, transparently, and in accordance with financial standards. Furthermore, the Finance Manager plays a key role in supporting strategic decision-making, improving financial performance, and ensuring compliance with applicable laws and regulatory requirements.

Job Requirements:

Core Responsibilities:

Lead and oversee all financial activities of the Herat branch, including accounting, financial reporting, and budget management.
Develop and implement branch-level financial plans in coordination with the head office
Prepare and submit accurate and timely financial reports (daily and monthly) to senior management and the head office.
Monitor subscriber revenues for internet services in Herat and ensure accurate recording in financial and billing systems.
Control and manage branch operational expenses, including network, technical equipment, logistics, and administrative costs.
Manage branch-level cash flow and ensure sufficient liquidity for day-to-day operations.
Oversee treasury functions, including payments, collections, and account reconciliations at the branch level.
Ensure compliance with tax laws and applicable regulations, and prepare relevant tax reports.
Implement and strengthen internal control systems to prevent financial fraud and misuse.
Collaborate closely with technical and operational teams in Herat to improve financial efficiency of internet services and projects.
Analyze the financial performance of the branch and provide recommendations to reduce costs and increase revenue.
Prepare documentation and coordinate internal and external audits at the branch level.
Lead, manage, and evaluate the performance of finance staff in the Herat branch.
Ensure all financial activities of the branch are in compliance with Shamal Telecom’s financial policies and procedures.

Qualifications:

Bachelor’s degree in Finance, Accounting, Business Administration (BBA), or a related field; a Master’s degree (MBA/Finance) is preferred.
Minimum of 3–5 years of relevant work experience in finance.
Strong knowledge of accounting principles, financial reporting, budgeting, and financial management.
Proficiency in financial and accounting systems (such as QuickBooks or similar platforms)
Strong financial analysis skills, including cash flow management and cost control
Ability to prepare and present accurate and timely financial reports
Excellent skills in Microsoft Office applications, especially Excel
Ability to work under pressure and manage multiple tasks effectively
High level of integrity, accuracy, and commitment to financial ethics

Language Proficiency:

Familiarity with national and international languages, including Dari, Pashto, English, etc.
