Job Descriptions:

Job Purpose

The Senior Finance Officer is responsible for supporting the overall financial management of the organization and its projects. The position ensures compliance with organizational policies, donor regulations, accounting standards, and financial procedures. The incumbent will oversee financial transactions, budgeting, reporting, payroll processing, and financial record management while supporting audits and strengthening internal controls.

Key Responsibilities

Financial Management

  • Maintain accurate accounting records and financial documentation.
  • Review and process financial transactions in accordance with organizational policies.
  • Ensure proper coding and recording of all expenditures.
  • Monitor cash balances and prepare cash forecasts.

Budget Monitoring and Control

  • Assist in the preparation and revision of project budgets.
  • Monitor budget utilization and identify variances.
  • Provide budget tracking reports to management and project teams.
  • Ensure expenditures remain within approved budget limits.

Financial Reporting

  • Prepare monthly, quarterly, and annual financial reports.
  • Assist in the preparation of donor financial reports.
  • Reconcile financial records and resolve discrepancies.
  • Maintain supporting documents for all financial reports.

Payroll and Payments

  • Prepare and review payroll calculations.
  • Process staff salaries, tax deductions, and statutory payments.
  • Ensure timely payments to vendors, consultants, and service providers.

Compliance and Internal Controls

  • Ensure compliance with donor regulations and organizational financial policies.
  • Support implementation of internal control mechanisms.
  • Assist with internal and external audits.
  • Maintain proper filing systems for financial documents.

Banking and Cash Management

  • Prepare bank reconciliations on a monthly basis.
  • Monitor bank transactions and cash movements.
  • Coordinate with banks regarding financial transactions and account management.

Capacity Building and Support

  • Provide financial guidance to project and support staff.
  • Support financial orientation for newly recruited employees.
  • Assist in strengthening financial management systems and procedures.
Job Requirements:

Qualifications and Experience

  • Bachelor’s degree in Finance, Accounting, Business Administration, Economics, or a related field.
  • Professional accounting certification (ACCA, CPA, CAT, or equivalent) is an advantage.
  • Minimum 4–5 years of relevant experience in finance and accounting.
  • Previous experience with NGOs, INGOs, or UN-funded projects is preferred.
  • Strong knowledge of financial reporting, budgeting, and donor compliance requirements.
  • Excellent analytical and problem-solving skills.
  • Proficiency in Microsoft Excel and accounting software.
  • Fluency in Dari and English, both written and spoken.
