Citizen Organization for Advocacy and Resilience, COAR (formally Coordination of Afghan Relief) CoAR is an Afghan, independent, non-politi-cal, non-sectarian, and non-for-profit organization established in 1989 and registered formally with the ministry of Economy. COAR activelybridging between donors of humanitarian aid and rural Afghan communities severely affected by almost four decades of wars, internal con-flicts, natural and manmade disasters, and complexities. COAR endeavors to reach the unreached and embark on strengthening local cop-ing mechanisms to enable communities to find durable local solutions to their local problems and encourage self-reliance and sustainabil-ity. COAR works with communities to proactively utilize their own scarce and limited resource in the most efficient and effective way and dis-courage a culture of aid dependency, except in times of disasters and extreme poverty. Job Descriptions:

DUTIES AND RESPONSIBILITIES

  1. Primary Responsibilities

·       Ensure adherence to all financial regulations in conformity with IAS standards.

·       To work some time for late hour in time of year closing, audit preparation etc.

·       Undertake any reasonable request made by the Finance Manager.

  1. Technical Support and Expertise

·  Ensure field office advances are settled in a reasonable time with correct supporting documentation.

·  Ensure that expenses incurred in the Districts and Provinces are for planned and forecasted activities and properly requisitioned.

  • Ensure that the financial documents are prepared in accordance with the requirements.
  1. Coordination and Collaboration

·       To prepare vouchers for Head Office, District and Provincial Offices for entry into QuickBooks

·       To feed QuickBooks with daily head office transaction and that of field offices as well.

·       To assist in reconciling the cash with cashier in presence of two other finance officers.

·       To assist in procurement process with logistic and some time to be member of the procurement committee suggested by the Director.

·       Assist in the forecasting of District and Provincial office expenditure and cash requirements. 

  1. Monitoring and Reporting

·       To check the field reports documentation and to ensure that such are in line with COAR Plans and procedures

·       Fill other duties in the finance department as required to ensure a segregation of duties.

Job Requirements:

QUALIFICATION AND SKILLS

Education

  • Bachelor’s degree in business administration or a relevant field.

Experience

  • A minimum of 3 years of proven experience in a similar role.

Skills

  • Proficient computer skills - Microsoft Office software, email, the internet.
  • Able to work in QuickBooks
  • Ability to work independently, under pressure and proceed with objectives without close supervision
  • Outstanding verbal and written communication skills.
  • Solid problem-solving and team management abilities.
  • interpersonal intelligence.
  • Strong knowledge of labor legislation and payroll processes.
  • Good understanding of the full recruitment process.
