Afghanistan Relief and Sustainable Development Organization (ARSDO) is a national, non-profit development organization established in 2017 and registered with the Ministry of Economy of Afghanistan (Registration No. 4190). ARSDO has a strong grassroots presence and extensive experience in designing and implementing community-based development and humanitarian interventions across Afghanistan.

ARSDO implements multi-sectoral programs including Education, Health, Economic Empowerment, Humanitarian Response, Gender-Based Violence (GBV), and Construction, combining advocacy with quality service delivery.

Job Descriptions:

Position Overview

The Program Coordinator is responsible for providing overall programmatic, technical, and administrative oversight to ARSDO’s projects and initiatives. The role ensures that programs are planned, implemented, monitored, and reported in line with organizational strategies, donor requirements, and agreed timelines. The Program Coordinator also plays a key role in partnership development, resource mobilization, and proposal development to support organizational growth and sustainability.

Job Requirements:

Key Duties and Responsibilities

1. Program Planning and Implementation

  • Lead and support the development of program work plans, implementation schedules, and deliverables in coordination with technical teams.
  • Oversee and coordinate day-to-day program activities to ensure timely, efficient, and quality implementation.
  • Ensure effective planning and organization of program events, trainings, workshops, and coordination meetings, including logistics and documentation.
  • Support program expansion and scale-up initiatives in line with ARSDO’s strategic priorities.

2. Program Administration and Documentation

  • Ensure proper maintenance of program documentation, records, databases, and filing systems in compliance with organizational policies and donor requirements.
  • Review and validate meeting minutes, action plans, and follow-up mechanisms to ensure timely implementation of decisions.
  • Coordinate closely with finance, procurement, and HR departments to support smooth program operations.

3. Resource Mobilization and Fundraising

  • Identify potential donors, funding opportunities, and strategic partners relevant to ARSDO’s thematic priorities.
  • Lead and support the development of high-quality concept notes, project proposals, and grant applications.
  • Maintain and regularly update a donor mapping and funding opportunity tracker, including deadlines and reporting requirements.
  • Support donor engagement through coordination meetings, presentations, and visibility activities.

4. Proposal Development and Reporting

  • Coordinate the proposal development process by collecting inputs from technical, finance, MEAL, and senior management teams.
  • Ensure that proposals are evidence-based, aligned with donor priorities, and compliant with donor guidelines and formats.
  • Review proposal drafts for technical quality, coherence, budgeting alignment, and compliance.
  • Contribute to the preparation and review of donor progress reports, narrative reports, and briefings.

5. Staff and Stakeholder Coordination

  • Provide leadership and coordination support to program staff to ensure effective teamwork and communication.
  • Facilitate coordination with government counterparts, UN agencies, NGOs, community structures, and other stakeholders.
  • Support onboarding and orientation of new program staff and provide ongoing administrative and technical guidance.

6. Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Track program progress against approved indicators, work plans, and budgets using appropriate monitoring tools.
  • Identify implementation gaps, risks, and challenges, and recommend corrective actions.
  • Ensure timely collection and analysis of program data to inform decision-making and learning.

7. Compliance, Risk Management, and Representation

  • Ensure compliance with ARSDO policies, donor rules and regulations, and relevant national laws.
  • Support safeguarding, protection, and risk management measures across all program activities.
  • Represent ARSDO in external coordination meetings, workshops, and forums as delegated by the Executive Director.

8. Other Responsibilities

  • Contribute to organizational learning, innovation, and continuous improvement.
  • Perform any other duties assigned by the supervisor in support of ARSDO’s mission and program objectives.

Required Qualifications and Experience

Education and Experience

  • Bachelor’s degree in Project Management, Business Administration, Development Studies, Public Administration, or a related field (Master’s degree preferred).
  • Minimum of 7 years of progressively responsible experience in program management, coordination, or a related role within INGOs, UN agencies or donor organizations.
  • Demonstrated experience in proposal writing, donor engagement, and project reporting.

  • Strong organizational and time management skills with the ability to manage multiple priorities.
  • Excellent written and verbal communication skills in English (local languages are an asset).
  • Proven problem-solving and analytical skills with a proactive, solution-oriented approach.

Technical Skills
