Job Descriptions:

Main Responsibilities:

The M&E Officer is responsible for developing and implementing the M&E framework for projects/programs. The role involves the continuous assessment of project performance, ensuring that objectives are met efficiently and effectively, ensure accountability system is in place and that data-driven decision-making informs program adjustments.

MAIN ACTIVITIES

Monitoring and Evaluation: Data Collection

  • Design and implement M&E systems and tools to track project/program outcomes and impact.
  • Ensure data collection using MdM monitoring and evaluation tools by performing regular field visits in the HFs and during outreach activities.
  • Collect beneficiaries’ feedback and data concerning healthcare access and provision of services (exit and satisfaction surveys, focus group discussions individual interviews with beneficiaries of services, etc.).
  • Guarantee timely and accurate information.
  • Establish, manage, and strengthen Accountability to Beneficiaries which includes capacity building.
  • Carry out regular field monitoring of the program including logistic activities related to program interventions and produce monitoring reports on the given format, conduct debrief sessions with relevant program staff and develop an agreed action plan;
  • Establish and manage a Complaint and Feedback Mechanism which facilitates beneficiaries/communities to register complaints and share feedback;
  • Assist in planning and implementation of baseline surveys, monitoring and evaluation exercises and impact assessments when needed;
  • Create and maintain a harmonized filing system for all MdM projects in targeted provinces and Areas.
  • Participate in ensuring that MEAL data is used optimally during operational and strategic decision-making at the delegation in accordance with head office and donor requirements, especially concerning institutional reporting.
  • Together with the data clerk on the timeline of all the M&E activities within the HFs , in liaison with the Medical Coordinator, MHPSS advisor and Project Managers.
  • Assist in the design, creation, and implementation of different M&E tools including (needs assessment, baselines, On-Site monitoring, surveys, etc.).
  • Develop or adopt mission-standard data collection tools including prescription audit tool, and explo missions tools that will be used for proposal writing.

Reporting and Data Analysis

  • Analyze quantitative and qualitative data to assess progress against project goals.
  • Produce written Mission reports with recommendations for gaps and findings and submit them to the Base Manager, Meal advisor.
  • Produce a written monthly report with analyzed the data and information collected.
  • Upon needs, produce reports on specific issues to the request of the Base Manager / MEAL Advisor
  • Assist in generating summaries for analysis when required (graphs, tables, reports) from the database.
  • Under the supervision of the Base Manager & MEAL Advisor, record activities and data and archive them in appropriate forms.
  • Together with the medical and pharmacy team, ensure monthly prescription audit per HFs is done and report shared

Project/program evaluation

  • Conduct baseline, mid-term, and end-line evaluations to assess the impact of interventions.
  • Identify areas for improvement and recommend actionable strategies.
  • Work closely with project teams to ensure that evaluation findings are integrated into program design and implementation.

Capacity building of MdM partners

  • Train project staff mainly data clerk, HF staff and partners on M&E principles, tools, and techniques.
  • Provide technical support and mentorship to team members on data collection and analysis

Accountability

  • Be proactive to propose templates to monitor and evaluate the accountability of MdM activities.
  • Follow-up on the quality and accountability of activities.
  • Work closely with MdM field staff to collect and follow up complaints and feedbacks from the beneficiaries.
Job Requirements:

University degree (BA) in statistics, social sciences, international development, or a major related to MEAL and humanitarian field

  • 3 years of work experience with similar position including quantitative and qualitative data collection, survey design, implementation and analysis.
  • Good knowledge of the public health sector in Afghanistan including Primary Health care system
  • Good knowledge on accountability system and learning
  • Excellent report writing and presentation skills.
  • Ability to seek, collect, clean and critically analyse data and information needed to achieve prescribed tasks.
  • Experience or background in epidemiology, public health, health information management or a related discipline will be valued.
  • Good command of Microsoft Word, Excel and Open Data Kit (ODK) is mandatory; competence in EPI-info and SPSS will be an asset.
  • Good communication skills (oral and written) and professional proficiency in Pashto, Dari and English is mandatory.
  • Experience in working with NGOs is preferred.
  • Ability to cope with difficult security context.
  • Excellence in organizing, planning, and prioritizing tasks.
  • Ability to work with a team as well as to work independently
  • Willingness to travel frequently during working hours to pay field visits, and flexibility to adapt work schedule upon job requirements.
  • Preference will be given to candidates who are local residents of Nimruz
