Role Purpose:

The FS&L Manager reports to the Head of Program and is overall responsible for the project conception from the implementation point of view, quality implementation, project team management, budgeting, reporting and donor compliance in close consultation with Head of Program and the Country Director. He is required to work closely with MEAL department and extended program operations to develop, design, implement and monitor the food security and livelihood program and staff members in Zabul. We also expect this role to provide technical assistance to HoP and the Country Director  on developing proposals and concept notes for upcoming opportunities in the context of FSL, agriculture and/or another that applies and directed by the Senior Management

The FS&L manager has also the responsibility to mentor, motivate and keep the team encouraged including provide them technical backstopping and assistance.

The FS&L manager must focus and pay serious attention to the financial management and tracking of the projects such as expenditures and expenses, budget forecasting and a close coordination with LOGs for timely procurement and distributions and keep effective communication with the finance and operations teams. He is required to provide daily updates to AHF as required and should attend all the meetings organized by AHF, FSAC,  governmental authorities, donor community and other stakeholders and represent on behalf of CIC/ SC.

Specific Responsibilities:

  • To ensure technical planning, implementation, supervision, monitoring, and reporting of food security and livelihood project.
  • To Lead the development of proposals, budgets and reporting for all Food Security and Livelihood related upcoming projects in Afghanistan.
  • Contribute to promote integrated programming (with other Core Competencies–  Education, Shelter and Wash) and safe programming through systematic planning and cooperation.
  • To coordinate and liase with relevant departments, governor etc at district and provincial level to ensure project deliverable.
  • Actively participate in the Food Security cluster/working groups, cash working group, early recovery working group and other relevant coordination mechanisms at national and area level.
  • To Manage and lead the process beneficiary selection process in reference to the FS&L norms, procedures and practices in close coordination with MEAL department.
  • Provide overall technical expertise and management of all agricultural-related activities under this project. .
  • To Engage with community members, analyse data collected to identify agricultural-related gaps, design priority action plans and training modules on improved agricultural techniques, mechanizations, inputs, etc.
  • To lead the technical evaluation of agricultural materials and ensure quality materials are procured and distributed through FSL projects for targeted households.
  • To promote more resilient livelihoods in order to increase people’s autonomy, enabling them to generate income that meets their basic needs, even in times of crisis as a long-term strategy.
  • Ensure personal commitment in building constructive working relationship with partners and FSL community.
  • To ensure comprehensive and quality donor narrative reports and internal reports are developed and shared in a timely manner.
  • To work closely with Finance for timely submission of Finance reports to donor.
  • To participate and organize in FSL related need assessments for future and upcoming opportunities. Ensure the success of the project by meeting its objectives, outcomes, and aims as set out in the project proposal.
  • Lead and Manage  food security trainings to stakeholders and households.
  • Ensure the comprehensive of all distribution (cash and in kind whatever applies) aimed under the project by developing details DIP, team orientation, regular field visits and monitoring followed by reporting the challenges faced. 
  • Managing the office and field office team and supporting the project staff on better implementation of the project activities.
  • To ensure Cost estimating and developing the budget plan, budget expenditure, budget monitoring, and budget control.
  • In the event of a significant humanitarian emergency, the post-holder will be expected to work outside their normal job description; vary their working hours; and occasionally work from a different location should the need arise.

Educations/Qualifications

  • A minimum of bachelor’s degree in food security, agriculture, agronomy and other relevant fields.
  • Bachelor/Master

Experience and knowledge

  • At least five years of project implementation. And 3 years of experience in food security and livelihood projects implementation in Afghanistan context.
  • Excellent knowledge in the field of project management
  • Fluency both in verbal and written English
  • Knowledge of developing the progress technical report
  • Knowledge of developing the quality quarter and final report to the donor  
  • Fluency in one of the local languages is a strong asset
  • Experience in a crisis context such as Afghanistan is a strong asset

Station
