Coordination of Humanitarian Assistance (CHA) is a non-governmental, non-profitable, and non-political Afghan NGO, working since 1987 mainly in agriculture, health, education, and infrastructure sectors in more vulnerable areas of the country. CHA is working through the implementation of Emergency, rehabilitation, and development projects for emergency aid for war, famine, and natural disaster-affected families in the field, to assist with the rehabilitation of rural and urban life, and to work with communities for sustainable development in Afghanistan.

Job Descriptions:

Food Distributor The Food Distributor supports transparent and accountable delivery of WFP food assistance under the Emergency Hot Spot Response Project in Balkh Province. Responsibilities include verifying beneficiaries, ensuring correct entitlements, maintaining records, managing queues, handling commodities, and reporting discrepancies or protection concerns. Duties must follow CHA/WFP procedures, humanitarian principles, safeguarding, and SOPs. Key Responsibilities 1. Distribute food assistance according to approved plans, lists, and ration scales. 2. Verify documentation before handover and provide the correct type and quantity. 3. Report shortages, excess, damage, or irregularities immediately. 4. Maintain orderly, efficient distribution and prevent unauthorized collection. 5. Confirm beneficiary identity and entitlement; prevent double distribution, diversion, or fraud. 6. Record distributions accurately using approved methods (forms, signatures, fingerprints, tokens). 7. Keep complete and accurate records of beneficiaries served and food delivered. 8. Assist supervisor in organizing site setup, operation, and closure. 9. Manage queues and ensure safe, respectful movement, prioritizing vulnerable beneficiaries. 10. Coordinate with team members to avoid delays, duplication, or confusion. 11. Handle food responsibly during loading/unloading and report damaged or unsuitable items. 12. Support accurate counting and reconciliation of received/distributed stock. 13. Maintain cleanliness and prevent loss, diversion, or misuse of commodities. 14. Prepare daily summaries, reconcile records, and submit reports on time while maintaining confidentiality. 15. Treat beneficiaries with dignity, fairness, and impartiality; provide clear information and refer complaints appropriately. 16. Never request money, gifts, or favors; maintain professional boundaries and protect confidentiality. 17. Follow CHA/WFP security and operational procedures; report incidents, threats, or safety concerns promptly. 18. Avoid actions compromising the safety of staff, beneficiaries, or project assets. 19. Promote a positive, respectful, and friendly working environment among field personnel and office staff, while observing applicable Islamic, ethical, and social values. 20. Cooperate with other food distributors and field personnel whenever required to ensure smooth and timely implementation of distribution activities. 21. Participate in relevant workshops, meetings, briefings, and capacity-building activities organized within or outside the province, as required. 22. Take responsibility for safeguarding WFP food commodities during distribution and promptly report any loss, misuse, or unauthorized use. 23. Prepare and organize a monthly work plan and carry out assigned activities in accordance with instructions from the supervisor and authorized managers. 24. Measure and prepare food commodities according to the approved entitlement and ration scale before handing them over to beneficiaries. 25. Know the approved monthly entitlement of each beneficiary household and ensure that the correct monthly entitlement is provided. Working Conditions • Field based, requiring travel to remote sites. • Extended hours during distribution; outdoor and challenging conditions. • Frequent interaction with beneficiaries and staff. • Compliance with CHA/WFP security procedures; deployment to different districts as needed. Performance Standards • Accurate distribution to eligible beneficiaries. • Complete documentation and timely reporting. • Prevention and reporting of fraud or irregularities. • Professional, impartial behavior toward beneficiaries. • Contribution to safe, transparent, and accountable operations. Accountability & Code of Conduct • Directly accountable for accurate and respectful delivery of food assistance. • No authority to alter eligibility, entitlements, or procedures. • Must act with integrity, impartiality, and professionalism. • Confidentiality of information is mandatory. • Misuse, diversion, favoritism, or discrimination strictly prohibited. • Report misconduct through approved channels. 

Job Requirements:

Qualifications & Experience • Minimum university degree in Business Administration, Social Sciences, or related field. • 3 years’ experience in humanitarian assistance, food distribution, or related field. • Prior work with WFP, NGOs, or UN projects preferred. • Experience with vulnerable communities and field environments desirable. • Fluency in Dari/Pashto required; English an advantage. Required Competencies • Integrity, honesty, and accountability. • Accuracy, attention to detail, and ability to follow SOPs. • Strong communication and interpersonal skills. • Teamwork, impartiality, and commitment to humanitarian principles. • Ability to identify/report irregularities and work under pressure.
