Job Descriptions:

Position Description:

The Project Engineer serves as the lead technical focal point for the First Food Initiative (FFI) Phase II project in Faryab Province. The position is responsible for planning, supervising, and ensuring the quality implementation of project infrastructure activities, including the construction of five (5) Raisin Making Houses (RMHs) in Qaysar District and 550 terraces in Pashtun Kot District. The Project Engineer ensures that all construction activities are implemented in accordance with approved technical designs, engineering standards, project specifications, environmental and safety requirements, and donor regulations. The position directly supervises five (5) RMH Foremen and two (2) Terracing Foremen and reports to the Project Manager.

 

Key Responsibilities

I. Technical Planning, Supervision and Quality Assurance

  • Lead the technical planning, implementation, and supervision of all RMH construction and terracing activities.
  • Conduct technical assessments, site surveys, feasibility assessments, and layout verification before construction activities commence.
  • Prepare and review engineering designs, technical drawings, BoQs, material specifications, and work schedules.
  • Ensure that all construction works comply with approved drawings, engineering standards, project specifications, and donor requirements.
  • Supervise construction activities to ensure quality workmanship, structural integrity, and compliance with technical standards.
  • Inspect completed works and verify compliance before recommending acceptance.
  • Monitor construction progress against implementation schedules and recommend corrective actions where delays occur.
  • Identify technical risks, construction challenges, and design issues, and develop practical engineering solutions.
  • Ensure efficient utilization of construction materials and minimize wastage.
  • Verify work measurements and certify completed works in accordance with approved BoQs and project requirements.

 

II. Site Management and Team Supervision

  • Provide direct technical supervision, mentoring, and guidance to five RMH Foremen and two Terracing Foremen.
  • Develop daily and weekly work plans and coordinate construction activities across all project sites.
  • Supervise skilled and unskilled laborers through site foremen and monitor workforce productivity.
  • Monitor the availability and proper use of construction materials, equipment, and tools.
  • Ensure construction sites remain organized, safe, and compliant with OHS requirements.
  • Conduct regular site inspections to identify quality issues, safety risks, or implementation challenges and ensure timely corrective actions.
  • Promote teamwork, accountability, and continuous technical improvement among construction teams.

 

III. Coordination and Stakeholder Engagement

  • Coordinate closely with the Project Manager, M&E, Procurement, Logistics, Finance, and Programme teams to ensure effective project implementation.
  • Liaise with district authorities, community leaders, beneficiaries, and other relevant stakeholders to facilitate smooth implementation of construction activities.
  • Participate in community meetings and provide technical guidance related to project infrastructure activities.
  • Support monitoring missions, donor visits, and technical inspections by providing accurate project information and site documentation.

 

IV. Monitoring, Reporting and Documentation

  • Prepare and submit accurate daily, weekly, and monthly technical progress reports, including qualitative and quantitative achievements and reports, implementation challenges, corrective actions, and photographic documentation.
  • Maintain complete technical documentation, including site diaries, inspection records, measurement sheets, material records, and work completion certificates.
  • Monitor project progress against approved implementation plans and promptly report risks, delays, or technical issues to the Project Manager.
  • Support the preparation of project completion reports, technical handover documentation, and lessons learned.

 

V. Health, Safety, Environmental and Compliance

  • Ensure compliance with OHS standards and promote safe construction practices across all project sites.
  • Ensure environmental protection measures and climate-resilient construction techniques are incorporated into project implementation.
  • Promote disaster risk reduction principles within infrastructure design and implementation where applicable.
  • Immediately report accidents, incidents, or safety concerns and ensure appropriate corrective measures are implemented.
  • Ensure compliance with organizational policies, donor requirements, engineering standards, and applicable national regulations.
  • Comply with the organization's Code of Conduct, safeguarding, Prevention of Sexual Exploitation and Abuse (PSEA), Child Protection, Anti-Fraud, and Data Protection policies.

 

VI. Other Responsibilities

  • Support technical procurement processes, including specification development and technical evaluation of construction materials where required.
  • Provide technical input during project planning, budgeting, and work plan development.
  • Perform any other duties assigned by the Project Manager that are relevant to the position.

Qualifications:

Education & Experience

  • Bachelor's degree in Civil Engineering, Construction Engineering, or a closely related field.
  • Minimum of 3 years of relevant professional experience in civil engineering, rural infrastructure, watershed management, terracing, or community-based construction projects.
  • Demonstrated experience in supervising construction teams and infrastructure works.
  • Experience working with NGOs, UN agencies, or donor-funded infrastructure projects is highly desirable.
  • Experience in preparing engineering drawings, BoQs, cost estimates, and technical reports.
  • Experience in programme coordination, preferably in emergency context will be an asset.

Knowledge and Skills

  • Strong knowledge of civil engineering principles, construction methods, and quality assurance.
  • Proficiency in reading and preparing engineering drawings and technical specifications.
  • Good knowledge of occupational health and safety (OHS), environmental safeguards, and climate-resilient construction practices.
  • Strong leadership, supervision, planning, and problem-solving skills.
  • Excellent communication, coordination, and report-writing skills.
  • Proficiency in Microsoft Office applications (Advance Knowledge of MS Excel); knowledge of AutoCAD or similar engineering software is an asset.
  • Ability to work in remote locations and manage multiple construction sites simultaneously.
  • Fluency in Dari and/or Pashto is required. Working knowledge of English, including written and oral communication and report-writing skills, is preferred.
  • Familiarity with the local context of Faryab Province is an asset.
