· Prepare, review, and verify engineering designs, drawings, technical specifications, bills of quantities (BOQs), cost estimates, and construction methodologies in accordance with project requirements and applicable engineering standards.
· Ensure that all engineering designs comply with national regulations, donor requirements, international engineering standards, and environmental and safety guidelines.
· Supervise construction activities to ensure strict compliance with approved designs, technical specifications, contractual obligations, and quality standards.
· Develop and implement quality assurance and quality control (QA/QC) procedures for all phases of project implementation.
· Conduct regular site inspections and technical assessments to verify construction quality, workmanship, and adherence to project specifications.
· Inspect and approve construction materials to ensure compliance with required technical standards and project specifications.
· Identify construction defects, quality deficiencies, and technical non-conformities, and recommend appropriate corrective and preventive measures.
· Review contractor work plans, method statements, shop drawings, and material submittals to ensure technical compliance.
· Monitor construction progress and provide technical guidance to project engineers, foremen, contractors, and site personnel.
· Verify completed works prior to certification and ensure that project milestones meet quality and contractual requirements.
· Coordinate with consultants, contractors, government authorities, and relevant stakeholders to facilitate effective project implementation.
· Prepare technical reports, inspection reports, quality assessment reports, progress reports, and engineering documentation.
· Ensure compliance with occupational health, safety, environmental, and safeguarding standards throughout project implementation.
· Participate in project planning, technical evaluations, procurement processes, and contractor performance assessments.
· Support project monitoring missions, donor visits, engineering audits, and technical evaluations.
· Maintain accurate engineering records, quality documentation, inspection logs, testing results, and project files.
Provide technical mentoring and capacity building to engineering staff and site personnel as required.
Qualification/Requirements:
· Minimum 5 Years of relevant experience with International NGOs or UN Agencies and professional experience in engineering design, construction supervision, and quality assurance of infrastructure projects.
· Demonstrated experience in the design, supervision, and quality control of buildings, roads, water supply systems, schools, or other civil infrastructure projects.
· Proven experience in preparing and reviewing technical drawings, BOQs, cost estimates, specifications, and engineering reports.
· programs (Auto Cad, Knowledge of Civil3D, Arc GIS Water Gem, Water Cad and etc.) or other engineering software is an asset.
· Experience using / Level Machine, GPS and Total station for technical surveying.
· Excellent analytical, problem-solving, organizational, and decision-making skills.
· Fluency in Dari and/or Pashto; proficiency in English is required.
· Having strong report writing skills.
· Good communication skill and able to pass the massage/questions in local languages to the respondents.
· Have good interpersonal skills and ability to plan work.
· Supervisory, team worker, analytical, and troubleshooting skills.
· Regional and cultural knowledge of areas of SFL field operations in Afghanistan
· Willingness to work long hours when required
· Ability and willingness to travel to the project sites and outside of duty station within Afghanistan and adjust to the SFL environment as frequently as required
