HMIS & M&E Manager: Responsible for leading the Health Management Information System (HMIS) and Monitoring & Evaluation (M&E) functions to ensure the collection, analysis, reporting, and utilization of high-quality health data. The HMIS & M&E Manager oversees data quality assurance, supports routine monitoring and performance evaluation, prepares timely reports, ensures compliance with donor and Ministry of Public Health reporting requirements, and provides technical guidance to project staff to strengthen evidence-based planning, decision-making, and overall project performance.
Duties and Responsiblity:
- Lead and manage all Health Management Information System (HMIS) and Monitoring & Evaluation (M&E) activities for the project.
- Ensure accurate, complete, and timely collection, compilation, analysis, and reporting of project data.
- Oversee the implementation of HMIS in accordance with Ministry of Public Health (MoPH) and donor guidelines.
- Develop and implement monitoring and evaluation plans, indicators, and reporting tools.
- Conduct routine data quality assessments (DQAs) and ensure data accuracy, completeness, consistency, and timeliness.
- Prepare and submit weekly, monthly, quarterly, and annual HMIS and M&E reports to management, donors, and relevant authorities.
- Monitor project performance against approved indicators, targets, and work plans.
- Analyze health data and generate dashboards, trends, and performance reports to support evidence-based decision-making.
- Provide technical support and capacity building to health facility staff on HMIS tools, reporting procedures, and data management.
- Conduct supportive supervision and regular monitoring visits to health facilities.
- Coordinate with program, technical, and support teams to improve data quality and project performance.
- Ensure compliance with organizational policies, donor requirements, and national HMIS standards.
- Maintain confidentiality and security of project data and records.
- Support project evaluations, assessments, surveys, and operational research activities.
- Identify data quality issues and recommend corrective actions.
- Participate in project planning, review meetings, and performance evaluations.
- Collaborate with government authorities, donors, and other stakeholders on HMIS and M&E-related activities.
- Ensure timely feedback to health facilities on reporting performance and data quality.
- Maintain electronic databases and ensure proper documentation of all HMIS and M&E records.
- Perform any other duties assigned by the line supervsior.
