Job Descriptions:
  • Lead the overall Monitoring, Evaluation, Accountability, and Learning system for VDO projects and core programs.
  • Develop organizational MEAL frameworks, project-specific MEAL plans, indicator tracking tools, data collection systems, reporting calendars, and learning mechanisms.
  • Ensure that all projects have clear indicators, baselines, targets, means of verification, and data quality standards. Supervise MEAL staff, field monitors, data teams, and accountability personnel.
  • Lead baseline, midline, endline, post-distribution monitoring, needs assessments, satisfaction surveys, and evaluation processes.
  • Ensure data quality through routine verification, field monitoring, spot checks, and Data Quality Assessments. Strengthen Accountability to Affected Populations through complaints and feedback mechanisms, community consultations, and response tracking.
  • Coordinate with program, donor, and management teams to ensure evidence-based decision-making.
  • Produce analytical reports, dashboards, lessons learned, and recommendations for adaptive programming. 
  • Ensure integration of safeguarding, PSEA, gender, disability inclusion, data protection, and Do No Harm principles in all MEAL activities.
  • Support donor reporting, proposal development, audits, evaluations, and organizational learning events.
Job Requirements:
  • Master’s degree in Statistics, Social Sciences, Development Studies, Economics, MEAL, or related field.
  • Minimum 7–10 years of MEAL experience, including at least 4 years in management.
  • Strong knowledge of logical frameworks, results-based management, indicators, evaluations, accountability systems, and data quality assurance.
  • Experience managing MEAL teams across provinces.
  • Strong skills in Kobo, ODK, Excel, Power BI, SPSS, or similar tools.
  • Excellent analytical, reporting, and leadership skills.
  • English excellent, Dari and Pashtu fluent.
