Job Descriptions:

Job Summary :

The HMIS/MEAL Assistant supports the implementation of HMIS and MEAL activities by collecting, managing, and analyzing data; maintaining databases; ensuring data quality; assisting in reporting; and supporting field monitoring, learning, and community feedback mechanisms.

Main responsibilities:

Support the development and adaptation of HMIS tools in line with MoPH HMIS guidelines for health facilities, including Basic Health Centers and Mobile Health Teams.
Conduct orientations and refresher trainings on HMIS tools for project staff at project start and throughout implementation as needed.
Collect, compile, and manage both quantitative and qualitative data at facility and community levels using standardized tools.
Assist the MEAL department in developing and maintaining program databases using available digital platforms and technologies.
Implement core Monitoring, Evaluation, Accountability, and Learning (MEAL) systems and principles to support project objectives.
Carry out field-level MEAL/HMIS activities according to the work plan, including: Data quality assurance (DQA), Distribution monitoring and post-distribution monitoring (PDM), Field visits for monitoring of project activities, especially monitoring of health facilities, Surveys and assessments such as Need assessment, baseline and endline survey, and Physical verification of beneficiaries.
Support the preparation of weekly, monthly, and donor/cluster reports, ensuring accuracy and timeliness.
Develop and share regular activity plans and progress reports with the line manager to ensure effective coordination.
Perform regular data entry and updates in organizational and external databases (e.g., Tdh General Database, DHIS2, ActivityInfo, HIRAM, PFU).
Conduct routine on-site data quality checks at both facility and community levels in accordance with established guidelines.
Review and validate field data for completeness, consistency, and accuracy; address errors and discrepancies where possible.
Perform regular data cleaning and ensure data integrity and quality.
Utilize mobile data collection tools (smartphones/tablets) and understand their advantages and limitations.
Apply basic data analysis and visualization techniques (tables, charts, graphs) to present findings effectively.
Promote a culture of learning and feedback sharing between field teams and management.
Support documentation of lessons learned and best practices across projects.
Assist in promoting and strengthening the Complaint and Feedback Response Mechanism (CFRM) during field visits and distribution activities.
Perform any other tasks as may be requested by the line manager.

Job Requirements:

Education :

University Degree, preferably in Health or a related field

Experience / Skills :

Minimum 3 years of experience in Health Management Information Systems (HMIS) with NNGOs or INGOs. And minimum 3 years of experience in MEAL with INGs or NNGOs.
Strong skills in data collection, analysis, reporting, and Excel
Experience with HMIS systems (DHIS2, Kobo, HeRAMS)
Knowledge of data quality assurance and reporting standards
Support MEAL and data-driven decision-making
Training, mentorship, and capacity building for staff on HMIS related
Effective communication and coordination with stakeholders
High attention to detail, accuracy, and data confidentiality
Proficiency in MS Office and basic data visualization tools
Problem-solving and analytical skills
Good time management, adaptability, and teamwork
Culturally sensitive and promotes inclusive work environments

Languages:

Excellent communication (both oral and written) in English and local languages.

IT knowledge :

Microsoft Office package
