Key Responsibilities
1. Travel & Data Collection
- Travel regularly to health facilities in assigned provinces.
- Collect primary data from patient records, observations, and staff interviews.
2. Independent Verification of P4P Indicators
- Verify Pay-for-Performance (P4P) indicators reported by facilities.
- Confirm whether achieved targets (e.g., vaccination coverage, safe deliveries) are genuine or inflated.
3. Assessing Quality of Care (QoC)
- Observe clinical practices, hygiene, patient privacy, and waiting times.
- Judge the patient experience, not just numerical data.
4. Monitoring Compliance with Standards
- Check adherence to:
- MSS (Minimum Standard Services)
- BPHS (Basic Package of Health Services)
- Ensure facilities meet staffing, operating hours, and service requirements.
5. Identifying Underperforming Facilities & Gaps
- Detect clinics with poor outcomes (e.g., high mortality, low immunization).
- Identify operational gaps causing poor performance (e.g., broken vaccine fridge, lack of fuel).
- Draft Corrective Action Plans with specific steps for improvement.
6. Verifying Medicine & Equipment Availability
- Physically inspect drug inventories and equipment.
- Identify expired medicines, missing supplies, or discrepancies between logbooks and physical stock.
