About ACDO:

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-organized, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion.

ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces, as to transform itself into a leading and developed organization that will deliver to and support large number of people who have been affected by the long-protracted and sudden on-set emergencies and regardless of the hardest circumstances that exist in Afghanistan, ACDO has managed to deliver humanitarian and development assistance in most part of country.

Job Descriptions:
  • Provide high-level strategic advice to the Executive Director and SMT on governance, strategy, and program priorities.
  • Support development and implementation of strategic plans, policies, and organizational frameworks.
  • Advise on risk management, institutional strengthening, and operational efficiency.
  • Provide insights on emerging trends and sector best practices.
  • Advise on program design, quality assurance, and scaling strategies.
  • Support high-level donor engagement, negotiations, and partnerships.
  • Contribute to proposal development, consortium building, and resource mobilization.
  • Mentor senior managers and department heads to strengthen leadership capacity.
  • Promote a culture of accountability, innovation, and continuous learning.
  • Provide guidance on complex organizational and cross-functional challenges.
  • Represent ACDO in high-level forums, donor meetings, and coordination platforms.
  • Build and maintain relationships with government entities, UN agencies, donors, and NGOs.
  • Advise on external engagement strategies to enhance organizational visibility and influence.
  • Support performance monitoring and recommend improvements.
  • Contribute to evaluations, audits, and strategic reviews.

Provide input on policy revisions, systems strengthening, and innovation initiatives.

Job Requirements:
  • Master’s or PhD degree in International Development, Public Administration, Social Sciences, or related field.
  • Minimum 10+ years of progressive experience in humanitarian and development sectors, including senior advisory or leadership roles.
  • Proven expertise in strategic planning, organizational development, and governance.
  • Strong experience working with international donors, UN agencies, and NGOs.
  • Demonstrated experience in proposal development, partnerships, and resource mobilization.
  • Experience in fragile or conflict-affected contexts (Afghanistan experience is an asset).
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Fluency in English required; knowledge of Dari/Pashto is an advantage.
