Job Descriptions:

Position Description:
The purpose of this position is to ensure that the selected beneficiaries are registered in the SCOPE registration system accurately and on a set deadline. The incumbent will make sure to register all the selected households, in the online SCOPE registration system. The SCOPE Registrar and Forman will be accountable for registering the selected households, and accurate data of project recipients, in the SCOPE system and provide on-site supervision for construction or forest-related tasks. The post holder will work under the direct supervision of IT/ Report officer, and project manager. He/ She will be fully responsible for SCOPE related activities of the project recipients in the assigned project sites. The incumbent must have 2 years of relevant experience and fluency in Pashto/ Dari/ Uzbik and English, both verbal and written.

Key Responsibilities:

  • The SCOPE Registrar is responsible for beneficiary registration into the SCOPE system based on Donor’s Vulnerability Criteria.
  • He/ She is responsible for the registration of the selected beneficiaries and their accurate data.
  • Registering the accurate data of beneficiaries and avoiding entering the duplication data into the system and meets the vulnerability criteria in the SCOPE System. 
  • He/ She must be familiarized with the SCOPE system and should be capable of entering data into the system.
  • Enter Factual data into the SCOPE system and reflex the most vulnerable and at risk HHs based on the vulnerability criteria of the Donor.
  • Help ensure factual data from the site and properly report field-related information to the relevant senior staff at the office and to the supervisor/ Manager.
  • Prepare and implement the SCOPE registration plans and coordinate the implementation methodology with team district team leader and project manager.
  • Keep the record of the registered and unregistered/ absentees’ households in order to follow up on the next day registration process to meet the target and deadline.
  • Ensure registering at least 80 to 100 households’ data per day in SCOPE database and share the registration statues with report officer and relevant stakeholders.
  • Make sure uploading the registered data in SCOPE online database and report the uploading process to donor.
  • Coordinate the registration findings and challenges with SCOPE focal point and project manager to seek advice for the solutions.
  • To make sure that human dignity of the beneficiaries are respected and assess the needs and concerns of the all the beneficiaries are considered with special focus on those in marginalized categories as female-headed household, adolescents, women, girls and with disabilities. 
  • To ensure the humanitarian principles are strictly practiced in the field level and distribution sites.
  • Ensure proper completion and safe return of all tally documents and beneficiary lists to the office for safe storage.
  • Any other tasks/ related to SCOPE registration process and Forman are assigned by the supervisor.
  • Conduct digital beneficiary registration using tablets and biometric kits.
  • Verify identity documents, household eligibility, and input clean data.
  • Supervise skilled/unskilled labor during periods without registration.
  • Report registration issues and coordinate with the IT/Report Officer.
  • Maintain records of both registration and fieldwork in organized formats.

  • The duties and responsibilities set out above are not exhaustive, and the postholder may be required to carry out additional duties from time to time, subject to change with the evolution of the project progress and in accordance with project nature, MAAO, and donor requirements, which are reasonable in relation to their level of skills and experience. The post holder is required to carry out the tasks that are unforeseen issues and circumstances in relation to the project and should remain adaptable to perform responsibilities that may not be mentioned above as and when required.

Qualifications:

  • Bachelor, in Computer Since, Business Administration, Social Since, Public Administration, Engineering or any other relevant field is preferred.
  • Full knowledge of MS Office Package, Advance knowledge of MS Excel.
  • Data analysis skills using MS Excel, Power BI, or any other related application
  • Very good written and oral English skills, experience in usage of digital data collection platforms, i.e., MODA, KOBO, etc.
  • Familiar with WFP’s SCOPE platform or mobile data collection.
  • Technically capable of handling construction supervision.
  • Strong communication, Reporting and coordination skills.

Language Skills

  • Fluency in Dari/ Pashto or Uzbaki and English language skills (writing, speaking, reading and understanding)
