Caritas Germany in Afghanistan is supporting Afghan NGOs since 1984 and established its own office in 1994, with programming focused primarily on water, sanitation and hygiene (WASH); food security; nutrition; disaster risk reduction; emergency response; and psychosocial support. Caritas Germany registered as an International NGO with the Ministry of Economy of the Islamic Republic of Afghanistan in 2002.

Job Descriptions:

Duties and Responsibilities

·       Ensure the administration and maintain the financial compliance of project and office budgets, forecasts, expenditures, cash requests, staff allocation and revise financial reports as well as ensure partner compliance to donor and Caritas Germany financial procedures...

·       Provide accounting and administrative support to the Finance Unit including financial auditing, compliance, and internal control processes.

·       Manage cash flow, bank accounts, reconciliations, and liquidity planning to ensure operational continuity.

·       Conduct monthly financial close and ensure electronic and hard-copy records are securely maintained, backed up and readily available for review.

·       Calculate, reconcile, declare and process applicable payroll, rental, contractor, supplier and other taxes in accordance with the laws and procedures of Afghanistan.

·       Prepares the monthly budget vs actual finance overviews in close collaboration with the program team.

·        Responsible for preparing and submitting the annual tax return and ensuring timely compliance with tax regulations.

·       Responsible for preparing and submitting tax exemption applications and supporting documentation to the relevant authorities.

·       Ensure facilitation of knowledge building and knowledge sharing to enhance partnership.

Job Requirements:

Education:

Bachelor’s degree in Finance, Accounting, or a related field. A Master’s degree or professional accounting qualification (e.g., CPA, ACCA, CIMA) is highly desirable.

 

Experience:

Minimum of 5 years of experience in finance administration and management

Skills:

Proficiency in financial software and Microsoft Office Suite (i.e. Excel), WINPACCS is highly desirable.

● Strong communication (verbal and written), presentation, and training skills.

● Strong financial analytical skills and attention to detail in all financial processes.

● Ability to adapt and thrive in diverse cultural and operational environments.

● Fluency in English, Dari and/or Pashtu is required

·       Must be able to travel to remote locations independently.
