Job Description:

The Finance Manager is responsible for leading and overseeing all financial management functions of HEARDO, ensuring compliance with organizational policies, Afghan regulations, and donor requirements. The position provides strategic financial leadership and ensures sound financial controls, reporting, and risk management.

The Finance Manager works closely with senior management, program teams, HR, Procurement, and external auditors to ensure financial integrity and sustainability.

Duties and Responsibilities:

  • Lead the development and implementation of financial policies, procedures, and internal controls in line with best practices and donor requirements.
  • Oversee budgeting, forecasting, and financial planning processes for all projects and organizational operations.
  • Ensure accurate and timely financial reporting to management, donors, and government authorities, including monthly, quarterly, and annual reports.
  • Manage cash flow, bank accounts, reconciliations, and liquidity planning to ensure operational continuity.
  • Supervise finance team members, providing guidance, capacity building, and performance management.
  • Coordinate internal and external audits, ensure timely implementation of audit recommendations, and maintain audit-ready documentation.
  • Ensure compliance with Afghan tax laws, labor regulations, and donor financial requirements in all transactions.
  • Provide financial analysis and advice to senior management to support strategic decision-making and risk management.

  1. Bachelor's degree in Finance, Accounting, Business Administration, Economics, or a related field.
  2. At least 3 to 5  years of relevant experience in finance, accounting, administration, preferably with an NGO or humanitarian organization.
  3. Strong knowledge of donor financial regulations (e.g., UN, USAID, EU, ECHO) and Afghan financial and tax laws.
  4. Proven experience in budgeting, financial reporting, internal controls, audit coordination, and risk management.
  5. Excellent analytical, leadership, and communication skills; high level of integrity and professionalism.
  6. Advanced proficiency in financial management software and MS Excel.
  7. Fluency in English (written and spoken) and Dari and/or Pashto; commitment to transparency and accountability.
