We are seeking a competent and detail-oriented Finance & Tax Officer to strengthen our finance function and ensure accurate accounting, financial management, taxation, reconciliation, and regulatory compliance across our operations and projects.

Job Descriptions:
  • Maintain complete and accurate accounting records using QuickBooks and ensure transactions are recorded under the appropriate accounts, projects, and cost categories.
  • Manage accounts payable, accounts receivable, advances, expenses, cash, banking transactions, and general ledger entries.
  • Prepare monthly bank, cash, vendor, employee advance, and inter-account reconciliations and promptly investigate and resolve discrepancies.
  • Maintain project-wise financial records and ensure expenses are properly allocated to relevant contracts, projects, and cost centres.
  • Prepare monthly, quarterly, and annual financial reports for Management.
  • Support preparation and processing of payroll, consultant payments, DSAs, reimbursements, and other staff-related payments.
  • Review invoices, payment requests, supporting documents, contracts, purchase orders, timesheets, and expense claims before processing payments.
  • Maintain proper documentation and ensure that every financial transaction has complete and compliant supporting evidence.
  • Calculate, deduct, record, reconcile, and report applicable withholding taxes, BRT, Wages Tax, Contractor, Tax and other statutory taxes in accordance with Afghanistan's applicable tax requirements.  
  • Prepare and facilitate timely submission/payment of tax liabilities and maintain complete tax records.
  • Maintain tax schedules and reconcile tax deductions against accounting records and payments to relevant authorities.
  • Support preparation of organizational and project-level tax documentation and respond to tax-related queries or assessments as required.
  • Ensure compliance with organizational financial policies, donor/client requirements, contracts, applicable laws, and internal controls.
  • Assist with external audits, project audits, financial reviews, spot checks, and other compliance exercises.
  • Prepare financial documents and schedules required by auditors, clients, UN agencies, donors, and Management.
  • Monitor outstanding receivables and payables and support timely follow-up on invoices and collections.
  • Support preparation of project budgets, financial proposals, budget revisions, forecasts, and expenditure analyses.
  • Conduct periodic reconciliation between approved project budgets, actual expenditure, invoices, and accounting records.
  • Maintain systematic electronic and physical filing of financial and tax documents.
  • Identify financial, tax, documentation, or compliance risks and immediately bring significant issues to Management's attention.
  • Support improvement of internal financial controls, accounting systems, and finance procedures.
  • Perform other finance, accounting, taxation, and compliance-related responsibilities assigned by Management.
Job Requirements:
  • Bachelor’s degree in Accounting, Finance, Business Administration, Economics, or another relevant field.
  • At least 5 years of progressively responsible experience in finance, accounting, taxation, or a similar role.
  • Strong practical experience using QuickBooks; advanced ability to record, review, reconcile, and generate reports from QuickBooks is essential.
  • Strong experience with bank reconciliations, ledger reconciliations, accounts payable/receivable, payroll, advances, and financial reporting.
  • Good practical understanding of Afghanistan taxation and statutory compliance requirements, including withholding taxes and BRT.
  • Experience maintaining complete financial documentation and supporting audit and compliance processes.
  • Good knowledge of accounting principles, financial controls, and bookkeeping practices.
  • Strong Microsoft Excel skills, including formulas, reconciliations, data analysis, and financial schedules.
  • Ability to work with multiple projects and accounts simultaneously while maintaining accuracy and deadlines.
  • Strong attention to detail and ability to identify inconsistencies or errors in financial records.
  • Good written and spoken communication skills in English and Dari and/or Pashto.
  • High level of integrity, confidentiality, accountability, and professional ethics.

Preferred Qualifications

Preference will be given to candidates who have experience:

  • Working with consulting firms, NGOs, international organizations, or UN-funded projects.
  • Managing finances for multiple donor-funded or client-funded projects simultaneously.
  • Supporting external audits, project audits, spot checks, financial verification, or compliance reviews.
  • Preparing project budgets, financial proposals, forecasts, and management accounts.
  • Working with Afghan tax authorities and managing organizational tax documentation.
