1. OPERATIONAL CONTEXT & ROLE OBJECTIVE (ECHO HIP 2026)
ECHO HIP 2026 Framework: Operating under DG ECHO’s Humanitarian Implementation Plan (ECHO/-AS/BUD/2026/91000), Qatar Charity leads field-level community mobilization and evidence gathering across target districts in Herat Province. The position functions as the frontline operational link between local elders, shuras, community actors, and the wider advocacy consortium, ensuring that community priorities and field realities are effectively captured and reflected in project advocacy processes.
Core Purpose: Provide grass-roots outreach, event management, stakeholder coordination, and administrative execution for ECHO project activities in Education, Child Protection, and WASH across target districts in Herat Province, ensuring strong community engagement, field access, documentation, and coordination with consortium partners.
Segment 1: Strategic Stakeholder Engagement & Field-Level Access
• District-Level Community Engagement: Mobilize and coordinate engagement with community elders, shuras, local authorities, and community-based actors across target districts in Herat Province to support strategic stakeholder engagement under the ECHO advocacy component.
• District Authority Coordination & Access Facilitation: Support QC’s engagement with district and provincial authorities by arranging notifications, clearances, and safe field access for activities implemented across target districts in Herat Province, in coordination with WW and sectoral implementing partners.
• District Consultations & Stakeholder Events: Support the organization of district consultations and field-level stakeholder events in target districts of Herat Province, ensuring that local evidence and community perspectives are documented for use in wider advocacy processes.
Segment 2: Joint Evidence Collection, Protection Integration & Data-Driven Advocacy
• District-Level Joint Data Collection: Facilitate coordinated field evidence collection across target districts in Herat Province with WW, TLO, and OHW, including focus group discussions, surveys, consultation notes, and field observations to inform data-driven advocacy.
• Protection Integration Across District EiE Activities: Support field-level advocacy activities that promote Protection integration across Education in Emergencies programming in target districts of Herat Province, ensuring alignment with sectoral inputs from TLO and OHW and overall coordination with WW.
• Evidence Management & Verification: Systematically collect, organize, and archive attendance sheets, consent records, meeting notes, survey outputs, photos, and other means of verification to support policy brief development and ECHO compliance.
Segment 3: Advocacy Outputs, Visibility, Compliance & Consortium Coordination
• District Evidence for Policy Brief & Dissemination: Provide field documentation, community feedback, and evidence-management support from target districts in Herat Province to inform the preparation, validation, dissemination, and follow-up of the consortium policy brief led by QC.
• High-Level Conference Support: Support preparations for QC’s participation in the High-Level Regional Conference, including documentation, participant coordination, visibility materials, travel support, and dissemination packages.
• Compliance, Visibility & Consortium Coordination: Ensure QC, DG ECHO, and consortium visibility and compliance requirements are applied across events and outputs, while maintaining regular coordination with WW, TLO, and OHW on schedules, documentation, and follow-up actions.
