About BARAN:

Bu Ali Rehabilitation and Aid Network (BARAN) is a nongovernmental, non-political and independent organization. BARAN has been established in 27.7.2006 registered with the Ministry of Economy (MoEc), Ministry of Public Health (MoPH), Ministry of Education (MoE), in order to deliver standard health care, social and educational services including conducting researches. Special attention is given for the community development by promoting capacity building programs.

Job Descriptions:

Job Purpose:

The Project Focal Point provides managerial oversight of the project implementation in the provinces. The position serves as the main link between BARAN management team and related to the project stakeholders to ensure the compliance with MoPH standards, donor requirements and BARAN policies. The role supervises project performance to provides direction, guidance and accountability to the program team and community engagement.

 Main Duties and Responsibilities:

         Provide overall strategic oversight and stewardship of program implementation in the provinces.

      Review provincial performance against project indicators, contractual targets and MoPH standards and ensure corrective actions are implemented.

         Supervise and provide guidance to the program staff without assuming routine day-to-day project management responsibilities.

       Review, endorse and monitor provincial work plans, performance improvement plans and risk mitigation plans.

  Conduct regular/flexible field visits and management reviews to assess quality of services, governance, accountability and compliance.

    Ensure alignment of provincial implementation with national BPHS, EPHS, and Nutrition quality improvement and public health policies.

         Provide required activity report to the line manager and to the management on monthly basis.

         Monitor implementation of audit findings, monitoring recommendations, donor action points and quality improvement initiatives.

         Support resource optimization, budget utilization reviews and program efficiency analysis at a strategic level.

         Ensure effective coordination between community and program staff.

         Monitor health facility performance trends and recommend policy or operational adjustments.

         Lead high-level problem solving for critical implementation challenges, security incidents, service disruptions and major risks.

         Support proposal development, project expansion opportunities and sustainability planning for programs.

         Ensure appropriate preparedness and response planning for outbreaks, emergencies and humanitarian situations.

         Promote evidence-based decision making through analysis of HMIS, quality assurance and program monitoring data.

         Ensure compliance with BARAN policies, donor regulations, MoPH requirements and ethical standards.

         Perform any other related duties assigned by line Manager and management team. 

Specific Distinction from Provincial Project Manager Role:

This position focuses on strategic oversight, governance, quality assurance, compliance, performance review, stakeholder engagement and accountability. The Provincial Project Manager remains responsible for day-to-day implementation, routine supervision of provincial teams, operational coordination and execution of approved work plans.

Job Requirements:
  1. MD, preferably with postgraduate qualification in the field of public Health;
  2. Minimum of 15 years’ experience in management, implementation and supervision of Community based health programs;
  3. Fluency in Pashto, Dari, English languages;
  4. Proven ability in management and supervision;
  5. Possess negotiation skills.
