Job Descriptions:

The Monitoring and Evaluation (M&E) Officer will support Begum Organization for Women (BOW) in monitoring the implementation, progress, quality, and results of its projects and programs.

The M&E Officer will work closely with project managers and program teams to track activities against approved work plans, indicators, and targets. The position will also be responsible for collecting and verifying data, maintaining project evidence and databases, supporting donor reporting, and identifying gaps that require follow-up.

The M&E Officer will support monitoring across BOW’s different areas of work, including education, health, media and radio programming, digital learning, training and capacity building, climate awareness, social cohesion.

Main responsibilities include:

  • Develop and maintain M&E plans, indicator trackers, monitoring tools, databases, and project dashboards. 
  • Regularly monitor project activities, outputs, indicators, and targets against approved work plans.
  • Collect, verify, organize, and analyze quantitative and qualitative project data.
  • Plan, develop, and conduct baseline and endline surveys to measure changes in project indicators and assess project results and impact.
  • Analyze and compare baseline and endline data and prepare clear findings and recommendations for project teams, management, and donor reporting.
  • Ensure that reported results have proper supporting evidence, such as participant lists, attendance sheets, broadcast logs, recordings, screenshots, links, pre- and post-tests, survey data, and partner reports.
  • Monitor radio programs, multimedia, digital, training, and other project activities, as required.
  • Develop and use surveys, questionnaires, feedback forms, interview guides, monitoring checklists, baseline and endline tools, and other M&E tools.
  • Collect and analyze feedback from participants and audiences through surveys, interviews, calls, WhatsApp, social media, and other appropriate channels.
  • Support the preparation of case studies, success stories, and stories of change.
  • Prepare regular M&E updates and provide accurate data and analysis for internal and donor reports.
  • Support project assessments, baseline and endline studies, monitoring visits, evaluations, and impact studies.
  • Maintain complete and well-organized project documentation and means of verification for donor monitoring, evaluations, and audits.
  • Identify implementation gaps, delays, or data-quality issues and follow up with relevant teams.
  • Support project teams in documenting lessons learned and recommendations for improving activities.
  • Ensure confidentiality, informed consent, safeguarding, and data protection in all monitoring and data collection activities.
Job Requirements:

The successful candidate should have:

  • Good knowledge of monitoring and evaluation principles, project indicators, targets, logframes, and results-based management.
  • Strong skills in data collection, verification, analysis, and reporting.
  • Ability to develop and manage M&E tools, databases, surveys, and tracking systems.
  • Ability to work with both quantitative and qualitative information.
  • Strong attention to detail and ability to identify errors or inconsistencies in data.
  • Good organizational and time-management skills and ability to work on several projects at the same time.
  • Good communication and coordination skills and ability to work closely with different program teams.
  • Strong written and spoken Dari and English. Pashto is an advantage.
  • Understanding of confidentiality, safeguarding, data protection, and do-no-harm principles.
  • Understanding of the Afghan context and appropriate approaches for working with different communities.
