Job Descriptions:

OFRD is looking for qualified MCPA Community Mobilizers (2 Persons) to be based in Kandahar with Kabul travel if needed. Following are the details of job description:

1. Community Mobilizers – Key Responsibilities and Duties

  • Conduct community mobilization and awareness activities in targeted communities to explain the purpose of the cash assistance intervention, eligibility criteria, selection process, and assistance procedures.
  • Maintain effective and respectful communication with community leaders, local authorities, affected households, and other community representatives.
  • Support transparent and inclusive identification of potentially eligible households in accordance with donor-approved targeting and vulnerability criteria.
  • Facilitate community consultations and ensure that women, vulnerable households, and other potentially marginalized groups are appropriately informed and able to participate.
  • Support beneficiary verification by facilitating household visits, information collection, and communication with selected households.
  • Inform beneficiaries about cash distribution dates, locations, required procedures, and relevant documentation.
  • Support orderly access of beneficiaries to cash distribution points and help resolve routine field-level issues.
  • Identify and promptly report community concerns, complaints, protection risks, safeguarding issues, or conflicts arising during project implementation.
  • Facilitate beneficiary feedback and support referral of complaints through established accountability mechanisms.
  • Assist the M&E team during PDM and other monitoring activities by facilitating access to beneficiaries.
  • Maintain accurate records of community meetings, mobilization activities, beneficiary communication, and field observations.
  • Coordinate closely with the Project Assistant, M&E team, donor/partner field staff, and local stakeholders to ensure smooth implementation of project activities.
Job Requirements:

-        1 to 3 years of experience in community mobilization, project support and M/E;

-        Experience in community work and social work;

-        Sound judgment and understanding of OFRD values and/or a demonstrable understanding of public services;

-        Excellent written and spoken Pashto and or Dari with basic knowledge of English;

Dynamism, proactivity and personal resilience, and demonstrable ability to adapt to changing and uncertain circumstances;
