Job Summary:
HERO is seeking young and energetic MEAL Officer that will be responsible for supporting the design, implementation, and oversight of Monitoring, Evaluation, Accountability, and Learning systems across projects. This role ensures high-quality data collection, accurate reporting, and compliance with organizational MEAL policies and donor requirements. The Officer will establish accountability mechanisms, manage feedback and complaints, and promote a culture of learning by documenting lessons and best practices. Working closely with program teams, the MEAL Officer will provide evidence-based recommendations to improve program effectiveness and ensure transparency to communities and stakeholders.
System Development
o Design MEAL frameworks (logframes, MEAL plans, indicator tracking tables).
o Ensure indicators are SMART and aligned with donor requirements.
o Develop baseline, midline, and endline assessments and reports based on internal MEAL policy and donor requirement.
· Data Management
o Collect, verify, and clean project data.
o Maintain databases and dashboards for real-time tracking.
o Aggregate and analyze data for monthly/quarterly reports.
o Standardized tools: Use harmonized questionnaires, checklists, and digital platforms (like KoboToolbox or ODK) to ensure consistency.
o Triangulation: Collect data from multiple sources (surveys, focus groups, observations) to validate findings.
o Capacity building: Train field staff on ethical data collection, informed consent, and accuracy.
o Real-time monitoring: Employ mobile-based tools for immediate data entry and reduce errors.
o Data quality checks: Regularly review raw data for completeness, consistency, and reliability.
· Reporting:
o Clear templates: Use standardized reporting formats aligned with donor requirements.
o Visual dashboards: Present data with charts, maps, and infographics for easy interpretation.
o Timely submission: Establish internal deadlines ahead of donor deadlines to avoid delays.
o Evidence-based recommendations: Link findings directly to program adjustments and decision-making.
o Feedback loops: Share reports not only with donors but also with communities and staff to build trust.
· Monitoring & Evaluation
o Conduct field visits to verify activities and data quality.
o Support surveys, evaluations, and impact assessments.
o Provide evidence-based recommendations for program improvement.
· Accountability Mechanisms
o Establish feedback and complaints systems for beneficiaries.
o Ensure transparency about project objectives and entitlements.
o Log, analyze, and respond to community feedback, including sensitive cases.
· Learning & Knowledge Sharing
o Facilitate learning events, after-action reviews, and reflection sessions.
o Document lessons learned and best practices.
o Share findings with program teams, donors, and stakeholders.
