About Basic Education and Employable Skill Training (BEST):

Basic Education and Employable Skill Training (BEST) is an Afghan non-governmental organization established in April 2001. BEST has more than two decades of experience implementing livelihood support, agricultural development, vocational training, and community-based projects across Afghanistan.

Job Descriptions:

 

The Couple Team will be responsible for mobilizing communities, conducting project awareness sessions, facilitating coordination with Community Representative Groups (CRGs), supporting beneficiary engagement, and ensuring the effective implementation of all project activities at the community level. The team will work closely with community leaders, women, vulnerable groups, and local authorities to promote participation, transparency, and community ownership.

Key Responsibilities

A. Male Community Mobilizer

  • Mobilize male community members to actively participate in project activities.
  • Conduct project awareness sessions for male community members, elders, religious leaders, and other stakeholders.
  • Organize and facilitate coordination meetings with Community Representative Groups (CRGs) and community leaders.
  • Build and maintain positive relationships with local authorities and community structures.
  • Support the identification, registration, verification, and follow-up of male beneficiaries.
  • Assist in organizing community meetings, trainings, workshops, and public events.
  • Resolve community concerns through regular consultation and communication.
  • Prepare daily, weekly, and monthly field activity reports.
  • Perform any other duties assigned by the supervisor.

B. Female Gender Focal Point

  • Mobilize women and female community members to participate in project activities.
  • Conduct awareness sessions for women on project objectives, gender equality, safeguarding, and Prevention of Sexual Exploitation and Abuse (PSEA).
  • Promote meaningful participation of women and vulnerable groups in project implementation.
  • Support the identification, registration, and verification of female beneficiaries.
  • Identify barriers affecting women's participation and recommend practical solutions.
  • Establish safe, confidential, and culturally appropriate communication channels for women.
  • Coordinate with female community representatives and women's groups.
  • Submit gender, safeguarding, and participation reports.
  • Perform any other duties assigned by the supervisor.

Joint Responsibilities (Couple Team)

  • Conduct regular field visits to assigned communities.
  • Organize and deliver project awareness sessions before and during project implementation.
  • Coordinate closely with Community Representative Groups (CRGs) to ensure smooth implementation of all project activities.
  • Facilitate all field-level project activities, including beneficiary registration, verification, meetings, trainings, distributions, monitoring visits, and follow-up activities.
  • Ensure active participation of both men and women throughout the project cycle.
  • Maintain accurate beneficiary records with sex-disaggregated data.
  • Support data collection, surveys, assessments, and monitoring activities.
  • Promote transparency, accountability, conflict resolution, and community ownership.
  • Ensure compliance with UNOPS policies on safeguarding, PSEA, and the organization's Code of Conduct.
  • Immediately report safeguarding concerns or community complaints through established reporting mechanisms.
  • Coordinate effectively with provincial project staff and submit timely reports.
  • Represent BEST professionally within assigned communities.
  • Contribute to weekly, monthly, and final project progress reports.
Job Requirements:

Required Qualifications and Experience

Education

·       Graduated from High School (12th Grade) is required.

·       A University Degree in Social Sciences, Education, Community Development, Agriculture, Rural Development, Gender Studies, or a related field will be considered an advantage.

Work Experience

·       Minimum 1 to 3 years of relevant work experience with local NGOs, community-based organizations, humanitarian, or development projects.

·       Demonstrated experience in community mobilization, beneficiary engagement, awareness raising, coordination meetings, or facilitation of field activities.

Language

·       Fluency in Dari and/or Pashto is required.

·       Basic English skills will be considered an advantage.
