1. Scope of Work
The Project Coordinator serves as the primary management lead for the day-to-day coordination and implementation of the REEP project across three provinces (Ghazni, Logar, and Paktya). This project supports one 20-bed female Drug Treatment Centre (DTC) in Ghazni and four Outpatient Treatment Centers (OPTCs) integrated into male DTCs in Ghazni (2), Logar (1), and Paktya (1). The coordinator will oversee the delivery of evidence-based, gender-responsive drug treatment, rehabilitation, and aftercare services in line with UNODC/International standards, the National Drug Treatment Protocol, and MoPH guidelines.
Working under the direct supervision of the DDR Program Manager, the Project Coordinator ensures that project activities are delivered on time, within budget, and at the required quality standards. The coordinator also acts as the primary liaison between SAF field operations and institutional partners, including UNODC, UNDP, Provincial Public Health Directorates, and the National Drug Demand Reduction Directorate (NDDR).
2. Key Duties and Responsibilities
A. General Responsibilities
- Acts according to the policy and GEC of SAF.
- Keeps confidentiality with issues related to SAF.
- Works with co-operative attitude and keeps a high standard of quality.
- Develops spirit of co-operation and understanding among members of the project and organization.
B. Project Management and Coordination
- Lead the day-to-day planning, implementation, and coordination of all REEP project activities across the female DTC in Ghazni and the four OPTCs in Ghazni, Logar, and Paktya.
- Develop detailed monthly, quarterly, and annual work plans in consultation with the DDR Program Manager and ensure timely execution of all planned activities.
- Monitor project expenditure against the approved budget, flag variances early, and coordinate with the Admin/Finance team to ensure financial compliance and accountability.
- Prepare and submit accurate, comprehensive narrative reports on a monthly, quarterly, and annual basis, as required by SAF management and UNODC.
- Organize and facilitate regular project review meetings with field staff to assess progress, address challenges, and agree on corrective actions.
- Maintain an updated project risk register and proactively identify and mitigate operational, security, and programmatic risks.
C. Technical Oversight and Quality Assurance
- Ensure that all treatment services provided at the DTC and OPTCs comply with UNODC/International treatment standards, the National Drug Treatment Protocol, and MoPH clinical guidelines.
- Oversee the implementation of the UNODC case management model, ensuring that each client has an individualized treatment and aftercare plan.
- Conduct regular supportive supervision visits to all project sites to assess service quality, identify gaps, and provide on-the-spot technical guidance to clinical and psychosocial staff.
- Coordinate the planning and delivery of basic and refresher training for the 24 service providers (doctors, nurses, counsellors, and social workers) as outlined in the project plan.
- Oversee the implementation of the Strong Families Program (SFP), ensuring that the Master Trainer delivers quality sessions targeting 600 vulnerable families.
- Ensure that stigma reduction, community engagement, and family counselling activities are implemented systematically and reach the intended beneficiaries.
D. Stakeholder Engagement and Representation
- Serve as the primary project focal point for coordination with Provincial Public Health Directorates (PPHDs), NDDR, UNODC, UNDP, and other relevant government and non-government partners at the provincial level.
- Actively participate in Health Coordination meetings, donor coordination meetings, and other relevant forums on behalf of SAF.
- Maintain productive working relationships with community leaders, elders, religious scholars, and shuras to support community engagement and stigma reduction efforts.
- Represent the project in joint monitoring visits, evaluations, and review meetings conducted by UNODC, MoPH, or other stakeholders.
E. Staff Management and Capacity Building
- Provide day-to-day supervision and guidance to the M&E Officer, Operations Officer, Master Trainer, and DTC/OPTC center-level staff.
- Conduct regular performance appraisals of direct reports and center staff and identify training needs and professional development opportunities.
- Ensure that all staff understand their roles and responsibilities and work in accordance with SAF human resource policies and the project agreement.
- Support recruitment processes for project positions in coordination with SAF HR and the DDR Program Manager.
F. Reporting and Documentation
- Ensure that all project documentation, including patient records, referral registers, case management files, training records, and community engagement reports, is maintained accurately and securely.
- Compile and submit monthly activity reports (MARs), quarterly narrative reports, and annual project reports to the DDR Program Manager within agreed timelines.
- Contribute to the preparation of donor communications, success stories, and visibility materials as required by UNODC and SAF.
- Perform any other duties assigned by the DDR Program Manager or SAF senior management that are consistent with the scope of this position.
