About The HALO Trust:

The HALO Trust is the world’s largest humanitarian mine clearance organisation. We save lives and restore communities threatened by landmines and other weapons of war, such as cluster bombs, stockpiles of small arms and improvised explosive devices (IEDs). Born out of a desire to help the people of Afghanistan in 1988, we now have over 8,000 staff in 30 countries and territories, working to get vulnerable communities back on their feet following conflict. Millions of families have been able to return to their homes safely thanks to this work, but there is still much to do.

There are many challenges associated with delivering humanitarian work but we are passionate in our commitment to create safe, secure communities but we do not shy away from working in countries where there are gaps in international support for clear humanitarian needs. As an advocate for the ‘forgotten’ in the world, we urgently wish to reach more countries where our skills and experience can accelerate recovery and provide the essential groundwork to help address the root cause of the current refugee crisis.

Demining remains our core purpose but in order to deal with the broader debris of war, we are strengthening our work in weapons and ammunition management. We help governments to manage stockpiles of weapons and dispose of weapons and ammunition. 

Job Descriptions:

EORE teams are required to carry out their duties in the field in full compliance with organizational plans, standard operating procedures (SOPs), policies, and guidelines. Their main responsibilities are outlined below.

In addition, all male and female team members deployed together in the field must be Mahram of each other, in accordance with organizational policy and local cultural requirements. This condition is mandatory for all mixed gender EORE teams.

Job Requirements:

EORE teams (Mahram) must meet the following criteria:

  • Minimum qualification of high school (12th grade) graduation.
  • The Mahram Assessor must be a driver and hold a valid driving license.
  • Basic computer skills (at least MS Office programs).
  • Strong communication skills and ability to clearly convey messages to communities.
  • Responsible, punctual, and committed to organizational principles.

Key Duties & Responsibilities

1. Data Collection and Form Completion

  • EORE teams are required to accurately and completely fill out the Community Liaison form in every village they visit according to the plan.
  • The IMSMA incident form must be available with the team.
  • In case of a confirmed or suspected incident, the incident report form must be completed immediately and according to established procedures.

2. Reporting of Explosive Hazards and Ammunition

  • If mines, unexploded ordnance (UXO), or suspicious items are identified in a village, the team must immediately report the matter to the relevant authorities.
  • The team is strictly prohibited from touching, moving, or approaching suspicious items.

3. Pre- and Post-Awareness Assessment

  • The team must accurately complete both the Pre-Assessment and Post-Assessment forms.
  • Assessments should reflect the real conditions of the area and the awareness level of the community.

4. Prioritization of Target Areas

Awareness activities should prioritize the following areas:

  • Areas where civilian accidents have occurred.
  • Areas heavily affected by mines and unexploded ordnance.
  • Locations with internally displaced persons (IDPs).
  • Areas receiving returnees from neighbouring countries.

5. Information Collection from Local Communities

During awareness sessions, teams are required to collect information from community members regarding:

    • The extent of mine/UXO contamination
    • Potential hazardous areas
    • Past incidents
    • Presence of suspicious items

This information will be used to enrich survey databases and support future planning.

6. Delivery of Standardized Training

  • Awareness sessions must be delivered according to target groups (children, women, men, elders, and special groups).
  • Training must be culturally appropriate and aligned with local language, customs, and social conditions.
  • Messages should promote behavioral change and encourage positive decision making.
  • Educational materials such as brochures, posters, and models must be used properly and effectively.

7. Number of Awareness Sessions

  • The team must conduct at least two awareness sessions per day in target villages and locations according to the plan.
  • The team works continuously during the operational cycle each month (up to the 23rd of the month). After completion of the cycle, they remain on leave until the next cycle begins.

9. Other Responsibilities

  • Full compliance with organizational guidelines, policies, and standards.
  • Cooperation with survey teams and other operational units when required.
  • Submission of daily reports using designated formats.
  • Maintaining respect, professionalism, and ethical behavior in the field.

Language Skills

  • Fluency in Dari and Pashto, both written and spoken.
  • Proficiency in English is considered an advantage.
