About ACDO:

Asia Community Development Organization (ACDO) is an Afghan non-governmental, non-political, and non-profit humanitarian organization established in 2014 and registered with the Government of Afghanistan under the supervision of Ministry of Economy (MoEc) with a mission to provide humanitarian and development assistance to the vulnerable, at-risk, and underserved people throughout the country.

ACDO responds to the needs of deprived and marginalized rural and urban communities by managing and utilizing the available scarce resources in a well-organized, efficient, effective, transparent, and dignified manner to enhance resilience, boost access to education, health services, and infrastructure, ensure food and livelihood security, and promote social protection and inclusion.

ACDO has an active presence in most parts of the country and intends to expand its operations to the remaining provinces, as to transform itself into a leading and developed organization that will deliver to and support large number of people who have been affected by the long-protracted and sudden on-set emergencies and regardless of the hardest circumstances that exist in Afghanistan, ACDO has managed to deliver humanitarian and development assistance in most part of country

Job Descriptions:

 

  • Lead organizational development initiatives, including strategy refinement, structural improvements, and change management.
  • Review and strengthen organizational policies, SOPs, frameworks, and systems in line with international standards.
  • Support capacity building across departments, including leadership development and performance management systems.
  • Promote a culture of accountability, innovation, safeguarding, and continuous improvement.  
  • Support the Executive Director and SMT in strategic planning and institutional growth strategies.
  • Identify opportunities for program expansion, diversification, and scaling.
  • Strengthen internal coordination and cross-functional collaboration.
  • Lead development of high-quality proposals, concept notes, and funding strategies.
  • Identify and pursue funding opportunities from bilateral, multilateral, UN, and private donors.
  • Develop and implement a comprehensive fundraising strategy aligned with ACDO priorities.
  • Maintain a strong funding pipeline and donor intelligence system.
  • Build and maintain strong relationships with donors, partners, and stakeholders.
  • Represent ACDO in donor meetings, forums, and networking platforms.
  • Lead partnership development, including consortium building and strategic alliances.
  • Oversee proposal tracking, grant compliance, and reporting processes.
  • Ensure alignment of proposals and grants with donor requirements and organizational priorities.
  • Support program teams in integrating donor expectations into implementation.
  • Strengthen organizational knowledge management systems, including documentation of best practices and lessons learned.
  • Promote evidence-based programming and innovation.
  • Support communication and visibility materials for fundraising and branding.
  • 7. Risk Management & Compliance
  • Identify institutional risks related to funding, partnerships, and organizational capacity.
  • Ensure compliance with donor requirements, safeguarding standards, and organizational policies.
  • Integrate safeguarding and accountability principles into fundraising and partnerships.
Job Requirements:

 

  • Master’s degree in International Development, Business Administration, Public Administration, or related field.
  • Minimum 10 years of progressive experience in organizational development, fundraising, or program management.
  • Proven track record in successful proposal development and securing funding from major donors (UN, EU, USAID, etc.).
  • Strong experience in organizational capacity development and institutional strengthening.
  • Experience working in humanitarian and development contexts, preferably in fragile settings.
  • Strong understanding of donor compliance, grant management, and partnership building.
  • Excellent communication, networking, and negotiation skills.
  • Fluency in English required; knowledge of Dari/Pashto is an asset.
