Job Descriptions:

Position Description:
The Foreman is responsible for overseeing and supervising daily construction activities on forestry and land rehabilitation sites, particularly stone masonry work, retaining walls, and other related infrastructure. The Foreman ensures that activities are carried out according to design, specifications, and safety standards while guiding skilled and unskilled laborers. The post holder ensure daily tasks are completed safely and according to plans set by engineers.

Key Responsibilities:

Site Supervision & Execution:

  • Supervise the implementation of physical works, including stone masonry, terraces construction, trenching, and reforestation site preparation.
  • Ensure that construction activities follow technical drawings, designs, and quality standards.
  • Organize daily work schedules and allocate tasks to masons and laborers.
  • Monitor the use and maintenance of tools, equipment, and materials on site.

Technical Oversight:

  • Check alignment, level, and quality of stone masonry and terraces.
  • Ensure proper stone selection, mixing ratios (if mortar is used), and structure stability.
  • Assist in layout marking for trenching and terrace shaping according to site plans.

Workforce & Team Management:

  • Supervise and provide on-site training to skilled and unskilled workers.
  • Motivate laborers and ensure productivity targets are met.
  • Maintain discipline, ensure safety, and resolve minor conflicts or misunderstandings on site.
  • Ensure laborers follow health and safety protocols.
  • Resolve minor conflicts on-site and maintain productivity.

Reporting & Coordination:

  • Report daily progress to the Site Engineer and Project Manager.
  • Identify material or tool shortages and communicate procurement needs.
  • Support M&E (monitoring & evaluation) staff during site visits or data collection.

Additional Job Responsibilities

  • The duties and responsibilities set out above are not exhaustive, and the postholder may be required to carry out additional duties from time to time, subject to change with the evolution of the project progress and in accordance with project nature, MAAO, and donor requirements, which are reasonable in relation to their level of skills and experience. The post holder is required to carry out the tasks that are unforeseen issues and circumstances in relation to the project and should remain adaptable to perform responsibilities that may not be mentioned above as and when required.

Qualifications:

  • Bachelor's degree in engineering, or any other related field.
  • Minimum 2 years of experience in construction/NRM field supervision or natural resource management projects.
  • Proven skills in stone masonry, land terracing, and site management.
  • Familiar with basic technical drawings and construction specifications.
  • Knowledge of environmental rehabilitation techniques (an advantage).
  • Ability to read drawings and interpret engineer instructions.

Language Skills

  • Fluency in Dari/ Pashto or Uzbaki and English language skills (writing, speaking, reading and understanding)
