People in Need’s Afghanistan country program started in November 2001, providing emergency food distribution in mountainous areas of the central highlands. 20 years later, the program has visibly grown and diversified but continues to promote PIN’s core values: envisioning a world where people are free to make decisions about their lives; a world where people are not restricted by an un-free society, poverty, lack of education or discrimination. Today, we work along the humanitarian and development spectrum, providing immediate aid and supporting the most vulnerable in Afghanistan to find long-term solutions to the challenges they face.
- Background:
PIN Afghanistan’s three strategic objectives for the current planning period are (1) Agency-driven, transformative, humanitarian assistance; (2) Making markets work for crisis-affected and marginalized communities; and, (3) Harnessing decent, productive, and inclusive livelihoods. Under the current evolving context, the CP is focusing efforts under strategic priority 1 and in particular, supporting people to have (1) enough to eat, (2) a safe and secure living space that supports their health and well-being, (3) the basic items needed to stay safe and warm, and (4) access to education when the normal structures are no longer available to them.
Job Descriptions:
The HR Admin Manager is responsible for effective coordination and implementation of Human Resources and Admin tasks, policies, and procedures across the PIN Afghanistan Country Programme. The HR Admin Manager directly supervises the HR and Admin team. S/he also ensures effective and smooth collaboration with the senior management in the country and relevant counterparts at HQ and effectively communicates issues across the country. The position is based in Kabul, with occasional travels to other offices based on needs and security clearance.
Responsibilities:
The HR Admin Manager is responsible for, but not limited to, the following work areas and duties:
HR Coordination and Line Management:
- Directly line manages the HR team across PIN Afghanistan offices;
- Oversees, coordinates, and implements harmonized HR processes and procedures;
- Facilitates and coordinates implementation of HR policies, procedures, and guidelines, such as the National Staff Handbook;
- Updating and contextualizing the polices regularly
- Facilitates weekly HR meetings and attends senior management meetings covering the HR agenda;
- Serves as the Focal point for any staff complaints.
Administrative Support:
- Manages visa issuance, work permits, and related processes for international staff, ensuring adherence to Afghanistan regulations.
- Supports the registration of new projects with relevant line ministries, facilitating timely approvals and documentation.
- Assists in the submission and registration of end-of-project reports with the Ministry of Economy and Commerce (MoEC).
- Prepares and submit biannual (six-month) progress reports in compliance with MoEC reporting requirements.
Recruitment Process:
- Administers the recruitment process across all offices and participates in recruitments as needed in order to support other HR staff;
- Pre-selects applications, prepares the schedule and structure of the recruitment process, and participates in interviews for officers and more senior roles; coordinates the collection of references, sends rejection letters to non-selected candidates, and communicates acceptance to the selected candidates;
- Enhances the recruitment tools (advertisement, tests, etc.).
Hiring and Induction Process:
- Ensures all staff have been acquainted with their job descriptions;
- Ensures the induction process is in place and oversees the process of induction for new employees (incl. coordination with relevant departments (such as Logistics, Security, Finance and Programmes) or staff;
- Provides induction/training on National Staff Handbook, Duty of Care, Code of Conduct and other key policies, and relevant HR policies/procedures for all staff (for new staff as part of the HR induction process);
- Ensures constant updating of HR tools (check-list, folder, server); ensures National Staff Policy and other important documents are available in relevant language versions;
- Ensures the staff database, recruitment tracker, and organigrams are regularly updated.
- Ensure that all the recruitments are done fairly and make sure to avoid conflict of interest.
Staff Appraisal and Performance Development:
- Coordinates staff performance evaluations, and ensures they are conducted on time and according to procedure;
- Ensures all evaluation forms are filled in properly, signed by both employee and supervisor and archived in personal folders in the internal archiving system;
- Ensures staff capacity building plan is developed for the mission according to the recommendations from line managers, based on staff evaluation.
- Ensure that all the appraisals and performance evaluations are done according to the policy
Employment Termination:
- When an employee is leaving, ensure the Job Termination Checklist is adhered to, and coordinates all clearance procedures working closely with other departments;
- Ensures the personal folders are up to date;
- As necessary, ensures the collection of Work Certificates and References.
- Ensure that the termination is done according to the rules and procedures.
Contract and HR Administration:
- Supervises and coordinates the maintenance of personnel files, and is responsible for the preparation of contracts and contract amendments, and their activation in the internal archiving system, incl. coordination of signatures.
- Ensures that staff attendance is well recorded and archived;
- Keeps track of leave records and ensures different types of leaves are taken in line with PIN policies and relevant legal requirements;
- Works closely with line managers on annual leave planning to ensure annual leaves are used by all staff within the given timeline and archives the annual leave plans;
- Responsible for preparing payroll, closely collaborating with finance, and tracking changes in employee salaries, positions, and other terms & conditions to ensure all changes are documented, reflected in payroll, and uploaded to the internal archiving system;
- Ensures details necessary for the calculation of payrolls are shared in a timely manner.
- Ensure that all the calculation for payroll are done accurately and paid based on the rules and policy.
Job Requirements:
- (Preferred) Bachelor’s degree or (Minimum required);
- At least 3 years of experience in HR Admin activities, with good knowledge and understanding of humanitarian programming, including the understanding of project cycle management
- Good knowledge of MS Office (Word, Excel, PowerPoint & Outlook).
- Good knowledge in data analysis
- Work as part of the team to meet the objectives and targets of the projects, using established internal processes.
- Experience with community mobilization in a rural and/or insecure context, including marginalized populations, especially women, in community activities;
- Fluency with Dari and Pashto.
Required competencies:
- Excellent communication, facilitation, social, and presentation skills with the ability to interact effectively and harmoniously;
- Ability to work as part of a team;
- Computer skills and English knowledge is an asset;
- Excellent communication and motivational skills.
