- 1 Quality Control (QC) Engineer
- 1 Quantity Surveyor (QS)

Job Description for Quality Control Engineer:
The Quality Control (QC) Engineer is responsible for overseeing and managing all quality control activities at the project site. This includes supervision of inspections, compliance with accepted technical specifications and standards, document control, and close coordination with internal project staff and client’s representatives. The incumbent ensures the successful delivery of all project phases in line with client’s requirements and overall quality objectives.
Duties & Responsibilities for Quality Control Engineer:
- Prepare Contractor Quality Control (CQC) plans.
- Lead and manage all site-based quality control functions, including inspection activities and compliance monitoring of subcontractors.
- Evaluate drawings and material submittals for compliance with client’s specifications and project requirements.
- Chair and document weekly QC meetings with client’s representatives and site staff; prepare and circulate official meeting minutes.
- Prepare daily QC reports, documenting progress and conformance with defined standards, and address non-conformances promptly.
- Conduct preparatory, initial, and follow-up QC meetings for each definable feature of work.
- Coordinate and document all testing, commissioning, and inspections as per client’s standards.
- Verify that all received materials match approved submittals, are handled properly, and are fit for installation.
- Ensure all required tests are conducted at the site in line with the technical specifications, and results are reported to the main office.
- Confirm that all work is executed as per client’s-approved method statements and design drawings.
- Prepare and compile project closeout documents including O&M manuals, as-built drawings, test reports, and warranties.
- Perform any additional duties as assigned by the management.

Job Description for Quantity Surveyor:
The Quantity Surveyor (QS) is responsible for managing all cost-related aspects of the road construction project in Kabul. The QS ensures that project expenditures remain within the approved budget, prepares estimates, monitors project progress against financial plans, manages contract administration, and supports procurement activities. The QS works in close coordination with the site engineering team, contractors, and client representatives to ensure accurate financial reporting and value for money in all phases of the road construction project.
Duties & Responsibilities for Quantity Surveyor:
- Evaluate contractor progress payment applications, verify quantities on-site, and recommend payment certifications.
- Analyze variations, claims, and change orders; assess cost and time implications, and provide recommendations to project management.
- Collaborate with the procurement team to prepare tender documents, conduct cost analysis, and evaluate bids for accuracy and value.
- Maintain updated records of contract agreements, addenda, amendments, and financial correspondences.
- Participate in project planning and review meetings to provide input on budgeting, cash flow forecasts, and financial control strategies.
- Conduct on-site measurements and inspections to verify quantities of completed work and ensure alignment with contract terms.
- Assist in preparing monthly project financial reports including forecasts, cost-to-complete, and value engineering options.
- Prepare project closeout financial documentation including final accounts, reconciliations, and cost summary reports.
- Support audit activities and provide all required financial records and evidence as per project and donor requirements.
- Perform any additional duties as assigned by the Project Manager.
