About ANHDO:

Afghanistan National Horticulture Development Organization (ANHDO) is a national non-governmental, non-profit, and non-political organization registered with the Ministry of Economy and established in April 2009. The development of ANHDO is part of the European Union (EU) and the Ministry of Agriculture, Irrigation, and Livestock's (MAIL) long-term strategy for the development of the horticulture sector in Afghanistan. Since then, ANHDO has developed into an important institution for horticulture development by comparing itself to other skilled and experienced Afghan professional organisations in the horticulture sector. ANHDO is operating in close coordination with the Ministry of Agriculture, Irrigation, and Livestock (MAIL) based on a separate Memorandum of Understanding (MoU). Hence, ANHDO is a cornerstone of the long-term strategy for the development of the horticulture sector in Afghanistan.

 ANHDO is currently looking for an HR assistant for its project "Promoting resilient and equitable recovery of agriculture and livelihoods in Afghan communities (PREVALE), which is funded by FCDO.

Job Description:

Position Summary:

The HR Assistant will support administrative and human resource functions for the smooth implementation of the PREVALE Project and overall office operations. This includes maintaining personnel records, facilitating recruitment processes, supporting logistics, and ensuring an organized and well-functioning work environment.

Human Resources Support

  • Assist in the recruitment process: advertising vacancies, scheduling interviews, and collecting necessary documents.
  • Maintain updated employee personnel files, timesheets, leave records, and attendance logs.
  • Assist in onboarding new hires, including preparing employment contracts and orientation materials.
  • Track staff probation, contract end dates, and leave balances.
  • Assist the HR Manager in coordinating and monitoring the performance management process, including tracking performance appraisal timelines, organizing evaluation meetings, maintaining performance records, and supporting follow-up actions to improve staff performance and development.
  • Prepare and draft the monthly payroll by collecting, verifying, and inputting staff attendance, leave records, and any changes in salary or benefits, ensuring accuracy and timely submission in coordination with the finance department
  • Maintain and regularly update personnel files for all staff, ensuring that all documents are complete, accurate, and filed in compliance with organizational policies and confidentiality requirements
  • Provide TIN and work permits for newly recruited staff.
  • Manage HRIS System

Administrative Support

  • Maintain filing systems for HR and administrative documentation (both hard and soft copies).
  • Manage office supply inventory and coordinate procurement of stationery and office materials.
  • Support planning and logistics for internal meetings, trainings, workshops, and staff events.
  • Ensure cleanliness, safety, and organization of the office environment.
  • Make sure that all the recruitment documents are uploaded in the HRIS system.
  • Ensure a clean and well-maintained office environment, including offices, kitchen, guards’ room, and toilets, by supervising daily cleaning routines and training the office cleaner and cook on hygiene, cleanliness, and food safety standards

Staff and Logistics Coordination

  • Support communication with provincial teams on HR and administrative matters.
  • Assist in organizing travel, accommodations, and field deployment logistics for project staff.
  • Coordinate use of office equipment, facilities, and workspaces.

Compliance and Recordkeeping

  • Ensure adherence to HR and admin policies and procedures.
  • Maintain confidentiality of employee and organizational information at all times.
  • Support compliance with donor HR requirements and national labor laws.
Job Requirements:
  • Bachelor’s degree in business administration, human resource management, or a related field.
  • At least 2–3 years of relevant experience in admin and/or HR, preferably with an NGO or development organization.
  • Strong organizational and communication skills.
  • Proficiency in Microsoft Office (Word, Excel, Outlook).
  • Knowledge of Afghan labor law and HR best practices is an asset.

Fluency in Dari and/or Pashto; working knowledge of English is preferred
