Job Summary

The Finance Officer is a senior role responsible for overseeing all financial operations, ensuring compliance with accounting standards, and providing strategic financial guidance to management. This position leads budgeting, financial reporting, treasury management, and audit coordination. The Finance Officer safeguards organizational assets, optimizes financial systems, and ensures accurate record keeping supporting business growth and regulatory compliance.

Duties & Responsibilities

  • Implement financial policies, procedures, and internal controls to mitigate risks and ensure compliance with Afghanistan tax laws and international accounting standards (IFRS).
  • Prepare, monitor, and distribute quarterly budgets by leading forecasting activities and collaborating with department heads to align financial resources with operational needs.
  • Monitor the disbursement of expenditures, ensuring alignment with approved budgets and organizational objectives.
  • Prepare monthly/quarterly financial statements (P&L, balance sheet, cash flow) for management and stakeholders.
  • Analyze financial data to identify trends, variances, and opportunities for cost optimization.
  • Present financial reports to the CEO/Operations with actionable insights.
  • Monitor daily cash flow, liquidity, and banking activities.
  • Manage relationships with banks, lenders, and vendors.
  • Maintain proper documentation for audits and legal reviews.
  • Accurately maintain stock inventory records in both physical and digital formats to ensure proper tracking and documentation.
  • Recording all financial transactions in QuickBooks to ensure data integrity
  • Train staff on financial protocols and software usage.
  • Prepare payment vouchers, payroll, and petty cash reconciliations.
  • Oversee fixed asset registers, inventory records, and depreciation schedules.
  • Review and approve advance requests, ensuring timely clearance and documentation.
  • Coordinate with the Tax/Government Relations Officer to ensure timely submission of tax returns (income tax, VAT, payroll taxes) and adherence to Afghanistan Revenue Department requirements.
  • Mentor junior finance staff and foster a culture of accountability and transparency.
  • Other tasks assigned by the CEO/Operations.
Job Requirements:

Qualifications & Requirements:

  1. Bachelor’s degree in Finance, Accounting, or Business Administration.
  2. 4+ years of experience in finance/accounting, or related field.
  3. Proven expertise in financial reporting, budgeting, and tax compliance.
  4. Advanced proficiency in financial software (e.g., SAP, Oracle, QuickBooks, etc.).
  5. Knowledge of Afghanistan Tax LawFinancial regulations, and compliance standards.
  6. Candidates with ACCA professional certifications preferred.

Skills & Abilities:

  • Technical Proficiency: Computing skills, including proficiency in office software (Word, Excel, PowerPoint, and relevant databases) for reporting, communication, and financial management.
  • Time & Task Management: Ability to prioritize tasks effectively, manage time efficiently, and coordinate the time of others to ensure smooth operational flow and meet deadlines.
  • Communication Skills: Excellent communication abilities in Dari, Pashto, and English is required.
  • Active Listening & Problem-Solving: Demonstrated ability to actively listen, absorb information, and respond thoughtfully to others. Must be proactive in identifying needs and offering solutions to improve office dynamics and operations.
