Afghan Youth Services Organization (AYSO) is a National Afghan NGO registered in 2006 with the MoEc of Afghanistan with registration No:397.AYSO since came into being has developed, successfully implemented, and provided direct assistance services in different sectors such as health, educational, Food Security, Capacity building, GBV Prevention and Response, Peace, Justice Research, and Surveys human rights and awareness projects and programs with the technical and financial support of several UN Agencies such as UNDP,UNFPA, UNICEF, WFP, and WHO, AYSO has implemented projects with government ministries and departments as well as has been being implementing partner with AAH/USAID, FHI, BARC, AADA,HEWAD, and other National and International Organization

Job Descriptions:

Scope of Work:

The Human Resource Manager is responsible for overseeing all HR functions within AYSO, ensuring compliance with organizational policies, Afghanistan labor laws, and international HR standards. The HR Manager leads recruitment, employee relations, performance management, compensation, benefits administration, training & development, and HR record-keeping. Additionally, the HR Manager provides guidance, supervision, and support to HR officers and assistants in the central office and project offices to ensure consistency and efficiency in HR operations.

Duties and Responsibilities:

Ensure HR policy and procedures comply with Afghanistan labor laws and international HR standards.
Regularly review HR manuals, contracts, and guidelines.
Conduct audits to ensure adherence to policies across all offices.
Manage full-cycle recruitment, onboarding, and exit processes for staff.
Develop job descriptions, advertise vacancies, and oversee fair selection processes.
Ensure proper orientation and induction for new hires.
Oversee payroll, benefits administration, and compensation structures.
Ensure timely and accurate salary disbursements, tax deductions, and statutory benefits.
Review and benchmark salary scales to remain competitive.
Handle employee relations, grievances, and disciplinary actions.
Mediate conflicts and provide solutions in line with organizational policies.
Conduct performance management and staff development programs.
Implement appraisal systems and support career growth initiatives.
Supervise, train, and mentor HR officers and assistants in central and project offices.
Conduct regular check-ins and field visits to provide guidance and resolve HR issues.
Ensure HR teams in project offices follow standardized procedures.
Maintain centralized HR tracking systems for attendance, leave, and personnel records.
Coordinate training and capacity-building programs for employees.
Identify skill gaps and organize workshops on HR policies, leadership, and compliance.
Support staff professional development in alignment with organizational goals.
Maintain accurate HR records and prepare reports for management.
Ensure confidentiality and security of employee data.
Advise senior management on HR-related legal and organizational matters.
Ensure workplace safety, staff welfare, and organizational culture initiatives.
Promote diversity, equity, and inclusion within the workplace.
Perform any other tasks assigned by the line supervisors.

Job Requirements:

Bachelor’s degree in Human Resources, Business Administration, or related field (Master’s preferred).
Minimum of 5 years of progressive HR experience, preferably in NGO/INGO sectors.
Strong knowledge of labor laws, HR best practices, and compliance.
Excellent interpersonal, negotiation, and conflict-resolution skills.
Proficiency in HR software and Microsoft Office.
Fluency in English and local languages (Dari/Pashto).
