Job Descriptions:

The Partnership Coordinator - Admin & Finance is accountable for ensuring the effective financial, administrative, and compliance management of PIN's projects/consortium partners and sub-grantees. The role serves as a key coordination point between PIN internal departments (mainly Program Managers, Partnership Unit and Support Departments) and partners/sub-grantees to ensure that partnership agreements and their implementations are financially sound, compliant, well-documented, and aligned with donors' and PIN requirements.

Working under the line management of the PIN Finance Manager and working closely with PIN internal Support Departments (Finance & Compliance, Logistics & Procurements, and Admin & HR), Partnership Unit, and Programs Managers/Coordinators, the position oversees partners/sub-grantees' financial performance, administration, compliance monitoring, risk management, reporting, and manages/leads the capacity strengthening of their Support functions. The role also facilitates bilateral collaboration between PIN and partners' Support departments to promote capacity development through lessons learned sharing, quality implementation, accountability, and full compliance with donor, legal, and organizational requirements.

 

3. RESPONSIBILITIES

Partnership Financial Management

·        Support Program Managers/Budget Holders in planning, monitoring, forecasting, and reporting on partner budgets.

·        Identify and escalate financial risks, compliance issues, and performance gaps, supporting corrective actions.

·        Support donor reporting, audits, budget revisions, and financial closeout processes.

Partnership Administration and Sub-Grant Management

·        Support the administration of partnerships and sub-grants throughout their lifecycle, from agreement development to closeout.

·        Maintain complete and accurate partnership records in line with donor and PIN requirements.

·        Coordinate the collection and archiving of administrative, financial, and contractual documentation for reporting and audits.

Partnership Coordination and Stakeholder Engagement

·        Act as a liaison between partners and PIN Support departments on administrative, financial, and compliance matters.

·        Coordinate partner vetting, assessments, and reviews with the Partnership Unit and relevant support teams.

·        Maintain effective working relationships and regular coordination with partner focal points.

Compliance, Risk Management, and Quality Assurance

·        Monitor partner compliance with donor, legal, contractual, and PIN requirements.

·        Conduct compliance reviews and risk assessments, escalating issues and supporting follow-up actions.

·        Support audits and ensure timely resolution of findings and documentation requests.

Partner Capacity Strengthening and Learning

·        Support partner capacity assessments and implementation of development plans.

·        Provide guidance and training on compliance, financial management, and partnership requirements.

·        Promote learning and continuous improvement of partnership processes and practices.

General Responsibilities

·        Collaborate with the Partnership Unit, Program Managers, HoSO, and partner focal points to support effective programme delivery.

·        Perform other duties assigned by the Finance Manager, HoSO, or Partnership Unit while ensuring compliance with partnership and donor requirements.

4. PIN COMPETENCY MODEL

The Partnership Coordinator - Admin & Finance will be recruited, and subsequently evaluated, following the PIN competency areas here below, where the staff is expected to at least meet the expectations as outlined below:

Job Requirements:

·        Bachelor's degree in Business Administration, Finance, Accounting, Economics, International Development, Public Administration, or a related field.

·        Professional certification in finance, grants management, or project management is an advantage.

Experience

·        Minimum 3-5 years of relevant professional experience in NGO, INGO, donor-funded, or development sector programs.

·        At least 2 years of experience managing partnerships, sub-grants, or organizational capacity strengthening of local/national NGOs.

·        Demonstrated experience in financial management, budget monitoring, and donor compliance.

·        Experience with institutional donor requirements and grant management processes.

·        Experience conducting partner capacity assessments, monitoring visits, and compliance reviews is an asset 

Technical Skills

·        Strong understanding of partnership management and locally led development approaches.

·        Knowledge of financial controls, accounting principles, and budget management.

·        Familiarity with donor regulations, grants, contracts, and sub-award management.

·        Ability to review financial reports, supporting documentation, and partner expenditures.

·        Advanced proficiency in Microsoft Excel and good working knowledge of Microsoft Office applications.

·        Ability to develop reports, track action plans, and maintain accurate records.

·        Familiarity with safeguarding, anti-fraud, and donor compliance requirements.

Languages

·        Excellent written and spoken English required.

·        Fluency in Dari required.

·        Knowledge of Pashto preferred.
