Health, Disability and Development Organization (HDDO) is non-Profit, non-governmental and non-political National Organization established in January 2020 under Reg: No:4886 with Ministry of Economic, HDDO is also registered with MoPH by the registration number of 662. HDDO is register with the Ministry of Refuges HDDO is member of the Ministry of Public Health Disability and Rehabilitation working group and the member of Community Based Rehabilitation network. HDDO provided quality services so far in 9 provinces as a professional Organization and as agent of change for Victims of war/ conflicts and Person with Disabilities. HDDO is active member of the Health cluster and reproductive health working group as well.

Job Descriptions:

Purpose of the Position

The CBR Supervisor is responsible for supervising and coordinating CBR Workers, Physiotherapists, P&O staff, and Psychosocial Counselors to ensure quality, timely, inclusive, and person-centered rehabilitation services at the district level.

The position oversees case management and referral pathways, leads district-level coordination, monitors service quality and staff performance, ensures accurate documentation and reporting, and supports staff capacity building. The position also promotes a grassroots, community-based approach that empowers persons with disabilities, families, and communities to actively participate in identifying needs, developing local solutions, and promoting disability inclusion and sustainable community ownership.

Key Duties and Responsibilities

The CBR Supervisor will perform the following duties and other related tasks as required:

A. Supervision and Technical Support

·        Supervise CBR Workers, Physiotherapists, P&O staff, and Psychosocial Counselors and ensure effective implementation of their respective responsibilities.

·        Develop and monitor team work plans, caseloads, field activities, and staff performance.

·        Conduct regular supportive supervision and field monitoring to ensure service quality and compliance with project standards.

·        Oversee beneficiary identification, assessment, individualized rehabilitation planning, and case follow-up, ensuring appropriate involvement of relevant technical staff.

·        Ensure effective multidisciplinary case management and referral pathways, including timely access to rehabilitation, health, psychosocial, protection, education, and other required services.

·        Provide technical guidance, coaching, and on-the-job capacity building to the CBR team and address identified performance or service-quality gaps.

·        Ensure appropriate documentation and continuity of care throughout the rehabilitation process.

B. Community Empowerment, Coordination and Inclusion

·        Lead district-level coordination with relevant authorities, health facilities, schools, OPDs, community leaders, NGOs, and other service providers.

·        Promote effective coordination, service mapping, and information sharing to strengthen referral pathways and avoid duplication of services.

·        Strengthen grassroots and community-based approaches by engaging persons with disabilities, families, caregivers, community volunteers, and local structures in identifying needs, planning interventions, and finding locally appropriate solutions.

·        Promote community empowerment and ownership, enabling persons with disabilities and their families to participate meaningfully in decisions affecting their rehabilitation, inclusion, and community life.

·        Support inclusive community interventions that improve access and participation of persons with disabilities in health, rehabilitation, education, psychosocial support, livelihoods, and social and community activities.

·        Promote disability rights, accessibility, inclusion, community awareness, and prevention of avoidable disability.

·        Support the inclusion of children with disabilities in formal and non-formal education and strengthen linkages with schools and community structures.

C. Monitoring, Reporting and Quality Assurance

·        Ensure accurate beneficiary registration, case documentation, data quality, confidentiality, and timely reporting.

·        Monitor project activities, service quality, beneficiary progress, and relevant indicators against approved plans and targets.

·        Identify implementation gaps, challenges, and emerging community needs and report them to project management with appropriate recommendations.

·        Support collection of beneficiary feedback, success stories, lessons learned, and other required project documentation.

·        Contribute to project monitoring, evaluation, accountability, and learning (MEAL) activities.

D. Safeguarding and Accountability

·        Ensure compliance with HDDO policies and procedures, including Safeguarding, Child Protection, PSEA, AAP, Code of Conduct, and Data Protection.

·        Ensure services are provided safely, respectfully, confidentially, without discrimination, and with dignity.

·        Promote accessible and inclusive mechanisms for community feedback and complaints, including participation of persons with disabilities.

·        Perform other relevant duties assigned by the Project Manager or HDDO management.

Scope of Authority

·        Works under the supervision of the designated Project Manager/Department Head.

·        Provides day-to-day supervision to assigned CBR and technical team members at district level.

·        Responsible for assigned project equipment, records, and documentation.

·        Has no authority to make financial commitments without prior approval.

Working Relationships

Internal: Project Manager, CBR Workers, Physiotherapists, P&O staff, Psychosocial Counselors, MEAL staff, and other relevant HDDO departments.

External: Persons with disabilities and their families, caregivers, OPDs, community volunteers and structures, community and religious leaders, health facilities, schools, relevant government authorities, NGOs, humanitarian partners, and other service providers.

Job Requirements:

Qualifications and Experience

Education

·        Minimum Bachelor’s degree in Physiotherapy, Prosthetics and Orthotics, Social Work, Social Sciences, Disability Studies, Public Health, or another relevant health, rehabilitation, or social development field.

Experience

·        Minimum 3 years of relevant professional experience, preferably in CBR, rehabilitation, disability inclusion, health, social work, or humanitarian/development programming.

·        Previous experience in staff supervision, community-based programming, community mobilization, case management, and coordination is preferred.

Skills and Competencies

·        Good leadership, supervision, coordination, and teamwork skills.

·        Good understanding of CBR, rehabilitation, disability inclusion, community empowerment, case management, and referral systems.

·        Ability to facilitate community participation and locally led inclusive interventions.

·        Strong communication, interpersonal, documentation, and reporting skills.

·        Ability to work effectively with persons with disabilities, families, communities, and multidisciplinary teams.

·        Good problem-solving, organizational, and field-monitoring skills.

·        Basic computer skills, including MS Word, Excel, email, and reporting tools.

·        Fluency in relevant local language(s); working knowledge of English is an advantage.
