Job Descriptions:
Position Summary
VDO is seeking a qualified and experienced Security Officer to support the safe, secure and uninterrupted implementation of its humanitarian and development operations. The Security Officer will monitor the operating environment, conduct security risk assessments, support staff and field movement management, assess project locations and offices, provide security briefings and alerts, manage incident reporting, and advise management on appropriate risk-mitigation measures.
The Security Officer will work closely with VDO's Operations, Programmed, HR, Administration and field teams to ensure that security management enables programmed delivery while protecting staff, visitors, assets and operations. Particular attention will be given to field missions, provincial operations, women staff, international staff and visitors, emergency-response activities, sensitive programmed locations and changing access conditions.
Core Responsibilities
The Security Officer will:
- Monitor and analyze security, access and contextual developments affecting VDO operations and provide timely alerts and recommendations.
- Prepare and regularly update Security Risk Assessments (SRAs) for VDO offices, project locations, field missions and major activities.
- Maintain VDO's security risk register and track mitigation measures.
- Conduct security assessments before opening new offices or commencing activities in new locations.
- Review security conditions before field missions and staff travel.
- Manage and monitor the staff movement tracking and check-in/check-out system.
- Provide pre-departure security briefings to staff, consultants, visitors and international personnel.
- Assess routes, destinations, accommodation and communication arrangements for field travel where required.
- Immediately follow up on missed check-ins, movement incidents or emerging threats.
- Recommend modification, postponement, rerouting or suspension of movements where risks cannot reasonably be mitigated.
- Conduct periodic security assessments of VDO offices, compounds, guesthouses and project facilities.
- Support security arrangements for distributions, assessments, monitoring visits, community activities, conferences and other major events.
- Maintain and test emergency communication trees and emergency contact information.
- Serve as the operational security focal point during security incidents and emergencies.
- Maintain a confidential Security Incident Register and prepare incident reports.
- Support management during relocation, hibernation, evacuation or other emergency arrangements where required.
- Conduct post-incident reviews and track corrective actions.
- Develop and regularly update VDO's Security and Safety Plan, Movement SOP, Incident Reporting SOP, Emergency Communication Tree, Office Access Procedures, Field Mission Security Procedures and Emergency Response arrangements.
- Conduct security inductions, refresher training, emergency drills and staff awareness sessions.
- Maintain appropriate professional coordination with NGO security mechanisms, UN security structures, relevant authorities and other appropriate stakeholders.
- Ensure sensitive security and staff movement information is handled confidentially and only shared on a need-to-know basis.
- Support implementation of VDO's duty-of-care arrangements for national and international personnel.
- Perform other security-related duties assigned by the Head of Operations or authorized management.

Job Requirements:
Qualifications and Experience
- Bachelor's degree in security management, international relations, political science, public administration, disaster management or another relevant field; equivalent professional experience may be considered.
- Preferably 3–5 years of relevant security, safety, access or risk-management experience, particularly with NGOs, UN agencies or humanitarian/development organizations.
- Strong knowledge of Afghanistan's security, access and operational context.
- Demonstrated experience in security risk assessment, movement planning, incident management and contextual analysis.
- Experience supporting field operations and provincial teams.
- Ability to produce concise security reports and management recommendations.
- Ability to work calmly and make sound recommendations during emergencies.
- Strong integrity, confidentiality and professional judgement.
- Fluency in Dari and Pashto and good working knowledge of English.
- Computer literacy and ability to maintain digital security records and reporting systems.
Key Performance Indicators
Performance should be assessed based on the timeliness and quality of security reporting; percentage of field missions appropriately assessed and briefed; timely escalation of critical incidents; completeness of movement and incident records; regular updating of SRAs and the security risk register; implementation of agreed mitigation actions; completion of staff security orientations and drills; and overall compliance of VDO offices and field operations with approved security procedures.
The Security Officer will be expected to follow VDO's Code of Conduct, Security and Safety Policy, Safeguarding and PSEAH requirements, confidentiality and data-protection standards, Anti-Fraud and Anti-Corruption Policy, Conflict of Interest requirements, HR Policy and other applicable organizational policies.
