About AKHS-A (Aga Khan Health Services-Afghanistan):

Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.

The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.

AKHS, A is currently implementing healthcare services in Bamyan, Baghlan, Badakhshan, Kabul and Takhar provinces. The agency’s scope of work includes the provision of primary and secondary healthcare, preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. As BPHS and EPHS implementer, AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwives.

AKHS, A draws on internal and other donor fundings to continue supplementary and complementary support to the national health system. Moreover, AKHS, A has introduced innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is also implementing net zero and greenhouse gas emission initiatives.

Job Descriptions:
 
  • Administrative Support: Provide administrative support for HR executives
  • Thoroughly read and understand of AKHS’A HR policy
  • Oversee on maintaining up to date attendance and leave records
  • verifying Leave Forms for leave balances receipt during payroll support document from health facilities and PHT and PH on monthly base
  • Facilitate preparation and obtaining of TIN, Bank account, education certification, work permit for all AKHS staff from Related entities.
  • Prepare and update the staff list on monthly basis and complete the process for filing.

·       Help HR Officer/Manager in conducting Annual Performance Review process, follow up of collection (90 Days (Probationary Period and Annual Appraisal)

  • Track the daily electronic attendance and maintain the leave tracking of the PHT and Health facility staff thorough field HR responsible staff and report to HR-officer/Manager.

Data Management: Maintain employee records and HR databases

·       Maintain employee records and HR databases always update on monthly/Quarterly base.

Recruitment Assistance: Assist in the recruitment process by screening resumes and scheduling interviews

  • Participate in interview sessions, initiates long listing and shortlisting if required.
  • Share the TOR and PAF with NPO for posting job advert for AKDN website and base on need advertise position at provincial level local vacancies.
  • Assist with HR officer /Manager background reference check process i.e., prior employment references, transcripts etc. in line with the approved HR policies and procedures.

Employee Onboarding: Help with the onboarding process for new hires

  • Assist HR Department in conducting orientation program for newly hires staff.

 

Payroll Assistance: Support the payroll process by gathering necessary information.

  • Ensure that all HFs and other Department are submitted their Attendance, Night duty, and Overtime, Advance forms to HR department and submit it on monthly basis to finance Department.

HR Software: Utilize HR software to manage Employee Record and Payroll

  • Ensure proper filing system is available and maintained.
  • Keeping the individual files up to date. Update the employee database on monthly basis. maintaining and managing the HR records and documents, developing the database.

Staff Personal file:

  • Provide support in the process of separation /termination per the policy & guidelines and make sure all formalities and related documents are complete before exit of outgoing staff.
  •  HRIS/Database, reporting, HR documentation and personal file management
  • Responsible for Organizing, Printing, Distributing and Coordinating the AKDN and MOPH-ID cards for AKHS-A
  • Maintain, and update all Personnel files as per the updated HR procedures.
  • Provide support on prepare monthly/weekly HR headcount and hiring status.
  • Assist in Preparing HR Narrative reports as required by AKHS,
  • Provide support in preparing Contracts of Employment for Bamyan PH Staff and keep track of renewal and end of contract.
  • Provide support to Keep track of staff probationary completion dates and bring the issue to the attention of the supervisors to appraise their staff performance during their probationary periods.
  • Carry out any other program related tasks assigned by Supervisors.
  • Any other duties as may be required by the management.  

 

Job Requirements:

Education: 

·       Bachelor’s Degree from a reputable university in Human Resources, Business Administration, Economic, Public Administration and LLB.

Experience:

  • Minimum two years of relevant experience in Human Resources with reputable organization.

Technical Skills:

  • Fluency in English and Local Language(s)
  • A good Computer skill, Ms Office Programs, Access is preferable
