Job Description:

The Project Officer is responsible for day-to-day implementation and coordination of project activities in the field. The position ensures that activities are delivered on time, within budget, and in compliance with HEARDO policies, donor requirements, and humanitarian standards.

The Project Officer works closely with the Program Manager, field teams, Finance, HR, MEAL, and support departments to ensure smooth project operations.

Duties and Responsibilities:

  • Coordinate and supervise daily implementation of project activities in assigned locations, ensuring quality and compliance.
  • Support planning, budgeting, and work plan development in collaboration with the Program Manager and relevant teams.
  • Monitor field activities, conduct regular site visits, and ensure adherence to technical standards, safeguarding, and protection principles.
  • Liaise with community leaders, local authorities, beneficiaries, and partners to facilitate smooth project implementation and community acceptance.
  • Support data collection, reporting, and documentation of project progress, challenges, and lessons learned.
  • Coordinate with Finance, Procurement, and Logistics to ensure timely procurement, distribution, and financial documentation for project activities.
  • Support capacity building of field staff and community volunteers on project objectives, procedures, and accountability mechanisms.
  • Contribute to narrative and financial reporting, ensuring accurate and timely submission to the Program Manager.

  • Bachelor's degree in Social Sciences, Development Studies, Public Health, or a related field.
  • At least 3 to 4 years of experience in project implementation, preferably with an NGO in Afghanistan.
  • Good understanding of project cycle management, community engagement, and basic monitoring and reporting.
  • Experience working in Health, Education, WASH, FSL, or Protection projects is an advantage.
  • Strong communication, coordination, and interpersonal skills; ability to work in remote and challenging environments.
  • Good command of English (written and spoken) and fluency in Dari and/or Pashto.
  •      Strong computer skills and good knowledge of MS Office, particularly Microsoft Word, Excel, and PowerPoint, as well as other relevant program management and reporting tools.
