Job Descriptions:

The Project Manager will be responsible for the overall planning, coordination, implementation, supervision, monitoring, and reporting of the UNDP-funded project in Injil District, Herat. The Project Manager will ensure that project activities are implemented in accordance with the approved project proposal, work plan, UNDP requirements, and OSCAR NGO policies.

The position will provide overall leadership to the project team, coordinate closely with UNDP and relevant stakeholders, and ensure effective integration of legal awareness, community mobilization, psychosocial support, referrals, safeguarding, PSEA, and community capacity-building activities.

 

 

Key Responsibilities

Project Management and Coordination

  • Lead the overall implementation of the project in Injil District.
  • Develop and regularly update the project work plan and implementation schedule.
  • Ensure timely achievement of project outputs, indicators, and deliverables.
  • Coordinate closely with UNDP, local authorities, community leaders, service providers, and other relevant stakeholders.
  • Supervise and provide technical and managerial guidance to project staff.
  • Organize regular project team meetings and review progress against the work plan.
  • Identify implementation challenges and develop appropriate mitigation measures.

Technical Oversight

  • Ensure effective implementation of legal awareness activities related to civil documentation, HLP rights, family law, and available support options.
  • Oversee community mobilization and identification of vulnerable groups.
  • Ensure establishment/support of community structures and Community Legal Awareness Facilitators.
  • Coordinate implementation of PSS/PFA activities and referral mechanisms.
  • Ensure women, girls, returnees, IDPs, and vulnerable households are appropriately included in project activities.
  • Ensure safeguarding, PSEA, GRM, Do No Harm, and protection principles are integrated across project activities.

Monitoring and Reporting

  • Monitor project progress against approved indicators and targets.
  • Ensure accurate collection and documentation of beneficiary and activity data.
  • Review activity reports, attendance sheets, referral records, and other means of verification.
  • Prepare and submit timely narrative, progress, and final reports.
  • Document lessons learned, success stories, challenges, and good practices.
  • Support project evaluations and final assessment.

Financial and Administrative Oversight

  • Coordinate with the Admin & Finance Officer to ensure expenditures are aligned with the approved budget.
  • Monitor project expenditures and support proper budget utilization.
  • Ensure project documentation is complete, accurate, and auditable.
  • Ensure procurement and administrative processes comply with OSCAR and donor requirements.
Job Requirements:

Required Qualifications and Experience

  • Master’s degree in Social Sciences, Psychology, Public Health, Social Work, Development Studies, or another relevant field.
  • Minimum 7 years of relevant project management experience, preferably in PSS, protection, health, community development, legal awareness, or related programmes.
  • Experience managing donor-funded projects; experience with UNDP or other UN-funded projects is highly desirable.
  • Strong understanding of the Afghan socio-cultural and operational context.
  • Demonstrated experience working with vulnerable groups, particularly women, girls, returnees, and IDPs.
  • Strong experience in project coordination, team supervision, monitoring, and reporting.

Skills and Competencies

  • Strong report-writing and documentation skills.
  • Good knowledge of safeguarding, PSEA, protection, and Do No Harm principles.
