About Organization for Social, Cultural. Awareness and Rehabilitation (OSCAR):

The Organization for Social, Cultural, Awareness & Rehabilitation (OSCAR) is a national, non-governmental, non-political, non-profit, and humanitarian organization dedicated to supporting vulnerable and marginalized communities across Afghanistan. Established in 2014 by experienced and committed Afghan development practitioners, OSCAR promotes sustainable development, community empowerment, social protection, and humanitarian assistance. Job Descriptions:

The Female Community Mobilizers will support OSCAR NGO in mobilizing women and vulnerable community members, facilitating community outreach, identifying beneficiaries and community focal points, and supporting the implementation of legal awareness and psychosocial support activities.

The mobilizers will play a key role in ensuring meaningful participation of women and girls, particularly those facing mobility, social, or other barriers to accessing services.

Key Responsibilities

Community Mobilization

  • Conduct community outreach in coordination with the project team.
  • Support identification and selection of target beneficiaries.
  • Mobilize women, girls, returnees, IDPs, and vulnerable households.
  • Establish and maintain positive relationships with community members and community leaders.
  • Support identification of trusted women and community focal points.

Activity Support

  • Support organization of women-focused legal awareness sessions.
  • Support PSS/PFA group activities.
  • Assist Community Legal Awareness Facilitators and PSS focal points during community activities.
  • Support awareness sessions on available services and referral pathways.
  • Help ensure women participants can safely access project activities.

Identification and Referral

  • Identify vulnerable individuals requiring additional support.
  • Support safe referrals to appropriate legal, health, protection, and psychosocial services.
  • Maintain confidentiality of information received from community members.
  • Follow approved referral procedures and safeguarding protocols.

Monitoring and Documentation

  • Maintain accurate participant and community records.
  • Support attendance registration and activity documentation.
  • Prepare outreach and mobilization reports.
  • Report challenges, protection concerns, and community feedback to the Project Manager.
  • Support beneficiary feedback and complaint mechanisms.
Job Requirements:

Required Qualifications and Experience

  • Bachelor’s degree in Social Work, Social Sciences, Community Development, Public Health, Education, or a related field is preferred.
  • Diploma or secondary education may be considered with strong relevant experience.
  • Minimum 2 years of relevant experience in community mobilization, social outreach, community development, or humanitarian/development programmes.
  • Experience working with women, girls, returnees, IDPs, or vulnerable communities.
  • Experience facilitating community meetings, awareness sessions, and group discussions.
  • Experience working with women’s groups, community structures, elders, or local committees is desirable.

Skills and Competencies

  • Excellent interpersonal and communication skills.
  • Ability to build trust with women and community members.
  • Strong understanding of local cultural norms.
  • Ability to work respectfully with vulnerable groups.
  • Good listening and problem-solving skills.
  • Commitment to confidentiality, safeguarding, PSEA, and protection principles.

Languages

  • Fluency in Dari and/or Pashto.
  • Basic English is an advantage.
