Job Descriptions:

Essential Duties and Responsibilities

  • Analyzes wage and salary reports and data to determine competitive compensation plan.
  • Planning and coordinating administrative procedures and systems and devising ways to streamline processes.
  • Assessing staff performance and provide coaching and guidance to ensure maximum efficiency.
  • Ensure the smooth and adequate flow of information within the company to facilitate other business operations.
  • Monitor inventory of office supplies and the purchasing of new material with attention to budgetary constraints.
  • Organize and supervise other office activities (recycling, renovations, event planning etc.).
  • Ensure operations adhere to policies and regulations.
  • Keep abreast with all organizational changes and business developments.
  • Monitor costs and expenses to assist in budget preparation.
  • Manage schedules and deadlines.
  • Writes directives advising department managers of Company regarding equal employment opportunities, compensation, and employee benefits.
  • Consults legal counsel to ensure that policies comply with law of the land.
  • Develops and maintains a human resources system that meets top management information needs.
  • Identifies legal requirements affecting human resources functions and ensures policies, procedures, and reporting are in compliance.
  • Writes and delivers presentations to all other departments regarding human resources policies and practices.
  • Recruits, interviews, tests, and selects employees to fill vacant positions.
  • Prepare payroll monthly and maintain attendance books.
  • Calculate and maintain leave database for all employees.
  • Maintain employee database and personnel files.
  • Plans and conducts new employee orientation to foster positive attitude toward Company goals.
  • Keeps records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting.
  • Advises management in appropriate resolution of employee relations issues.
  • Responds to inquiries regarding policies, procedures, and programs.
  • Administers performance review program to ensure effectiveness, compliance, and equity within organization. Administers salary administration program to ensure compliance and equity within organization.
  • Administers benefits programs such as pension plans, vacation, sick leave, leave of absence, recreational leave and employee assistance.
  • Assist all departments to build a good employee relationship and solve any problem regarding this matter.
  • Investigates accidents and prepares reports. Coordinates Safety Committee meetings and acts as Safety Director.
  • Conducts wage surveys within labor market to determine competitive wage rate.
  • Prepares budget of human resources operations.
  • Prepares employee separation notices and related documentation, and conducts exit interviews to determine reasons behind separations.
  • Prepares reports and recommends procedures to reduce absenteeism and turnover.
  • Represents organization at personnel-related hearings and investigations.
  • Contracts with outside suppliers to provide employee services, such as temporary employees, search firms, or relocation services.
Job Requirements:
  • Bachelor's Degree in Business Administration, Human Resources Management, Public Administration, or a related field. A Master's degree is preferred.
  • Minimum of 5 years of progressive experience in Administration and Human Resources Management.
  • Excellent knowledge of Microsoft Office applications, particularly Word, Excel, PowerPoint, Outlook, and HR information systems.
  • Strong understanding of Afghan Labor Law, HR policies, recruitment processes, employee relations, performance management, and personnel administration.
  • Excellent communication, interpersonal, negotiation, and leadership skills.
  • Fluency in English (written and spoken) is required; excellent command of Dari and Pashto is mandatory.
  • Strong organizational, problem-solving, and decision-making skills.
