Ansari Rehabilitation Association for Afghanistan (ARAA) is a national, non-governmental, not-for-profit organization, established in 1992 for serving the people of Afghanistan through its operation in sectors of Health, Protection, agriculture/irrigation, water and sanitation, education, reintegration, social services, and construction, as well it has been established to provide humanitarian supports, based on the principles of human rights, Islamic and cultural values of our country, and environmental and socio-economic sustainability to the vulnerable people of Afghanistan.

As part of its 2026 program operational plan, ARAA is seeking a qualified applicant for this position.

Job Descriptions:

The position holder will lead and coordinate the implementation of women's protection activities across Herat, Farah, and Badghis, ensuring that services are delivered safely, effectively, and in line with project requirements, protection standards, and ARAA policies.

Key responsibilities include:

  • Lead the planning, implementation, monitoring, and reporting of women's protection activities across Herat, Farah, and Badghis, ensuring that interventions remain aligned with project objectives and identified community needs.
  • Supervise and provide technical guidance to protection personnel, including PSS counsellors, social organizers, and support staff, and ensure that assigned teams maintain appropriate standards of conduct and service quality.
  • Ensure that beneficiaries receive the necessary programme inputs and assistance in a timely manner, including hygiene and dignity kits, economic empowerment support, and other approved forms of assistance.
  • Provide technical oversight to psychosocial support, psychological first aid (PFA), protection assistance, and referral services, ensuring that interventions follow relevant UNHCR Women Protection SOPs and ARAA safeguarding, PSEA, and protection procedures.
  • Support the team to apply survivor-centered and do-no-harm principles when working with women and girls exposed to GBV or other protection risks.
  • Plan and facilitate Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), safety audits, community consultations, and other assessments to identify protection concerns and guide programme improvements.
  • Work closely with social organizers, community-based protection mechanisms, and other community representatives to identify protection concerns and facilitate safe and confidential referrals.
  • Oversee protection case referral processes and ensure that referrals are made through approved pathways, with appropriate follow-up while respecting confidentiality, informed consent, and data protection requirements.
  • Review protection-related information and programme data to identify trends, gaps, emerging risks, and areas requiring management attention or programme adaptation.
  • Ensure accurate and timely collection, verification, storage, and reporting of programme information through approved paper-based and electronic tools, including ActivityInfo and other UNHCR reporting platforms.
  • Consolidate and submit required programme information and reports to the Programme Manager within agreed deadlines and in accordance with donor and organizational reporting requirements.
  • Develop and maintain realistic weekly and monthly workplans and contribute to quarterly planning and progress reporting, incorporating feedback from supervisors and programme developments.
  • Prepare clear and analytical narrative reports covering achievements, challenges, protection concerns, referrals, lessons learned, and recommended actions.
  • Maintain effective coordination with UNHCR, relevant government and local authorities, community-based protection structures, UN and NGO partners, and other service providers to promote coordinated and quality protection assistance.
  • Strengthen referral networks and service-provider linkages across the three provinces and ensure that the team has access to updated information on available services and referral pathways.
  • Support protection risk mitigation through safety assessments, staff briefings and training, community awareness activities, and other measures designed to prevent and respond to GBV and related protection concerns.
  • Promote a safe and supportive working environment for staff by identifying operational risks, ensuring availability of essential work tools and resources, and supporting appropriate staff well-being and risk-mitigation measures, particularly for female staff working in the field.
  • Monitor implementation quality and identify operational, protection, access, or staffing challenges that may affect programme delivery, escalating significant issues to the Programme Manager with practical recommendations.
  • Participate in relevant coordination meetings, technical discussions, assessments, and field visits as required by the programme.
  • Carry out any other responsibilities assigned by the Programme Manager that are relevant to the position and programme objectives.
Job Requirements:
  • Bachelor's degree in Law, Psychology, Social Sciences, Social Work, Community Development, or another relevant field.
  • Minimum of three years of professional experience in women's protection, GBV, psychosocial support, community-based protection, or a closely related humanitarian programme.
  • Previous experience working with national or international NGOs in Afghanistan is required; experience working across multiple provinces or in field-based programmes is an advantage.
  • Practical knowledge of protection programming, protection mainstreaming, GBV prevention and response, women's protection, child protection, referral systems, and relevant safeguarding principles.
  • Good understanding of survivor-centered approaches, confidentiality, informed consent, safe referrals, data protection, and the do-no-harm principle.
  • Demonstrated experience in supervising staff, coordinating field teams, and ensuring quality programme implementation.
  • Strong planning, coordination, analytical, problem-solving, and organizational skills, with the ability to manage multiple priorities and meet deadlines.
  • Strong communication and interpersonal skills, with the ability to work effectively with communities, authorities, partners, service providers, and colleagues.
  • Good written and spoken English, with the ability to prepare professional programme reports and correspondence. Knowledge of Dari and Pashto is an advantage.
  • Good computer skills, including practical experience with Microsoft Word, Excel, email, and electronic programme monitoring and reporting systems. Familiarity with ActivityInfo or similar humanitarian reporting platforms is an advantage.
  • Ability to analyze protection information, identify emerging risks, and contribute to evidence-based programme adjustments.
  • Willingness and ability to travel regularly to project locations and communities, including areas where short-notice field deployment may be required.
