Job Descriptions:

Overall Responsibilities:

The Project Manager (Female Only) will provide overall leadership for the Gender-Responsive Earthquake Response Project in Kunar province (Noorgal & Chawky Districts). The Project Manager will ensure the project is delivered effectively, safely, and in a gender-responsive manner, with strong community engagement and safeguarding practices. The incumbent will oversee implementation across Women and Girl Safe Spaces (WGSS), vocational training, income-generating activities (livestock), Multi-Purpose Cash Assistance (MPCA), community structures, and household behavior-change support related to livestock management and care.

Key Duties and Responsibilities:

A. Overall Project Leadership & Coordination

  • Lead day-to-day coordination and management of GR-ER project components.
  • Ensure activities are implemented according to the approved workplan, budget, donor requirements, and AWUDO standards.
  • Coordinate with other actors , local authorities, and community-based structures to facilitate smooth & culturally fit implementation.
  • Ensure clear communication of project goals, timelines, and responsibilities among team members and project stakeholders.

B. Women and Girl Safe Spaces (WGSS) & PSS Services

  • Ensure WGSS are operational and provide PSS, information, and referral services to women and girls.
  • Support quality implementation of WGSS services, including case identification, referrals, and follow-up as per referral pathways.
  • Ensure consistent safeguarding, survivor-centered approaches, and confidentiality in all WGSS activities.

C. Vocational Training (Embroidery & Tailoring)

  • Oversee implementation of vocational training for women and girls (e.g., curriculum quality, trainer performance, attendance tracking, and participant support).
  • Coordinate with vocational trainers/technical staff to ensure training is relevant, inclusive, and safely delivered.
  • Support linkages between training and opportunities for progression (e.g., product demonstrations, livelihoods linkage where feasible).

D. Income Generating Activities (Livestock)

  • Manage the planning, identification & distribution process for livestock interventions to  the intended beneficiaries.
  • meaningfully share the pre-defined beneficiaries selection criteria with targeted communities in line with project targeting requirements.
  • Make sure that the livestock is kept as a source for income generations.
  • Ensure that all processes are  done transparently and with appropriate documentation.

E. Multi-Purpose Cash Assistance (MPCA)

  • Oversee MPCA targeting, beneficiaries selection, registration, eligibility verification, and distribution processes.
  • Ensure MPCA is implemented with accountability mechanisms (complaints and feedback channels).
  • Coordinate with finance/cash teams and donor to ensure accurate reporting and compliance with cash modality requirements.

F. Establishment of Local Community Structures & Capacity Building

  • Facilitate the establishment and strengthening of local community structures to oversee and coordinate:
    • WGSS operations
    • Vocational trainer centers
    • Livestock and other intervention activities
  • Provide leadership, coaching, and capacity-building support so community structures to ensure quality, attendance, and meaningful participation.
  • Ensure community structures apply inclusive and gender-responsive practices.

G. Livestock Care, Feeding & Nurturing Training for Families

  • Coordinate household trainings on keeping, nurturing, and feeding livestock.
  • Ensure training content is practical, culturally appropriate, and delivered using accessible methods.
  • Track participant uptake and use of good livestock-management practices.

H. Safeguarding, Protection, and Gender Mainstreaming

  • Ensure safeguarding commitments are embedded across all project activities (WGSS, VTs,, MPCA, community engagement).
  • Promote ethical engagement with beneficiaries, general protections & particularly child protection considerations, and survivor-centered referral pathways.
  • Informing communities about the AWUDO PSEA commitment.
  • Apart from AWAAZ Afghanistan, Functionalize AWUDO GRM with all its accessible uptake channels.

I. Monitoring, Reporting, and Learning

  • Lead results-based monitoring of project indicators and ensure data quality (attendance, service uptake, beneficiary numbers, output and outcome tracking).
  • Prepare timely donor/organizational reports, workplans, and activity updates.
  • Ensure beneficiaries/community feedbacks, complaints, and response mechanisms are functionalized & responded within the timeframe and well documented.
  • Conduct periodic review meetings with staff and donor to identify gaps and corrective actions.

J. Budget Management & Procurement Coordination (as applicable)

  • Monitor budget utilization against approved plans and support cost control measures.
  • Coordinate with the procurement and finance teams to ensure timely acquisition of goods and services for project delivery.
  • Ensure assets and supplies are tracked and used appropriately.
Job Requirements:

Background/Qualifications:

  • Bachelor’s degree in social science (BBA, LLB, Economics or related field, a Master’s degree holder is preferred.
  • Minimum of 3 years’ experience in a senior-level position with a National/International NGO or UN organization in protection program.
  • Proven experience in team management.
  • Experience in emergency contexts.

Skills Required:

  • Fluency in English (spoken and written).
  • Fluency in local languages, Pashto and Dari (spoken and written).
  • Advanced computer skills (MS Word, MS Excel, Outlook).
  • Strong communication and reporting skills.
  • Leadership and team management abilities.
  • Capacity to establish and maintain good working relationships with team members, local authorities, and community members.
  • Ability to coordinate with other departments within the organization (technical and support departments).
