Job Descriptions:
  • Overall project management including management of human resources, financial/resource, logistics, implementation, risk, and stakeholders.
  • Supervise and oversee project operations under his/her direct responsibility to meet targets and goals specified in the project scope and documents.
  • Supervise project teams to optimize the quality and efficiency of their outputs and to maintain a high degree of satisfaction with their job and personal development.
  • Represent CARE-Afghanistan in external and internal events and establish and maintain a good working relationship with all key stakeholders to ensure coordination, partnership and mutual support.
  • Collaborate in resource mobilization and design of new initiatives to ensure CARE work continues and receives funding.
  • Generate evidence-based learning, documentation, and reports from project implementation to share and inform future programming.
  • Ensure alignment of the project’s interventions with CARE global priorities and strategies and the CO program strategy including cross-cutting areas (GED, Advocacy, and Inclusive governance).
  • Provide overall technical support and guidance in the development and implementation of CARE’s health nutrition program. 

    Project Management:

    • In close collaboration with Health Equity Right PC and the PQ team, respond to requests for proposals or develop new project frameworks and designs.
    • Contributes development of health and nutrition program strategies and contributes to CARE’s overall program strategy.
    • In close collaboration with the Senior Coordinator and the MEAL Team review project technical documents and plan and make necessary amendments and modifications.

    ·       Ensure project management processes are well implemented to meet the project requirements.

    ·       Address the relevant concerns and expectations of the stakeholders in planning and executing the project with support from the program and CO management.

    ·       Represent CO and the relevant projects at the national and international level.

    ·       Ensure appropriate monitoring and evaluation mechanisms are in place to ensure project implementation according to the project agreed requirements.

    ·       Ensure project implementing partners deliver quality services to the beneficiaries and provide timely reporting on project activities.

    ·       Review and prepare quality project reports based on plans, progress, and needs/requests.

    ·       Ensures integration of core concepts of advocacy, governance, gender, equity & diversity in developing/designing and implementing projects/plans.

    ·       Provide high-quality technical oversight and technical and capacity-building support to the project team.

    ·       Improve program quality by ensuring lessons learned and best practices are documented and communicated to shape strategies and future projects.

    ·       Keep abreast of sector trends, developments, and policy and adapt and promote the introduction of new methodologies, innovations, and best practices.

    ·       Propose new innovative and new approaches and integrate them into program strategy and design.

    Financial Management:
  • Effective and accurate Financial Resources Management focusing on the achievement of the following results:

    • Develop project budgets in close collaboration with the finance, procurement, and other concerned departments.
    • Ensure proper planning, expenditure tracking, and audit of financial and program resources by CARE rules and regulations.
    • Conduct budget vs. expense analysis of the project and consult with Finance Unit or Provincial Manager for any variance.
    • Make sure financial reports are submitted timely and with high standards and quality as per donor requirements;Human Resource Management and Staff Development:
    • The PM in compliance with CO human resources policies and strategies is ensured at all times, including:

      • Hiring of qualified staff as per the project staffing need and structure.
      • Recruitment processes and performance management systems are properly overseen, ensuring the link of job design with recruitment career development, and learning management.
      • Undertakes Performance Management Process (PMP) of her/his supervisees.
      • Staff learning opportunities are promoted, and the implementation of the capacity development plan at the project level is ensured.
      • Ensure project implementing partners receive technical support from CARE Afghanistan to better manage and implement project activities.

       Stakeholder Coordination and Engagement:

      • Ensure project stakeholders' expectations are well identified, analyzed, and managed during the project life cycle.
      • Stakeholders' engagements are well managed by regular and professional communication to ensure their expectations are met and any issues that arise in a timely addressed.  
      • Ensures that reports reflecting lessons learned are documented, circulated, and shared in a timely and effective manner within and outside the organization as appropriate and relevant.
      • Ensures all lessons learned are incorporated and integrated as required into new initiatives and project designs.
      • Participate and represent CARE and project in the relevant stakeholder meetings and forums.

      ·       Effectively manage and utilize project budgets in accordance with organizational policies, ensuring proper control of expenditures, including over- and under-spending.

      ·       Contribute to the identification and prioritization of project locations, ensuring appropriate and equitable allocation of program resources based on needs and context.

      ·       Provide informed recommendations on staff performance management, including promotions, reassignment, and capacity development, in line with organizational policies.

      ·       Strengthen collaboration and foster strategic partnerships with consortium partners, stakeholders, and relevant authorities to enhance program effectiveness.

      ·       Lead, mentor, and support team members to promote high performance, accountability, and continuous professional growth.

 • Proven experience in program implementation, monitoring, and evaluation (M&E) processes.

• Demonstrated experience in team leadership, management, and administrative functions.

• Strong facilitation skills with the ability to actively listen.

• Experience coordinating multiple teams and managing several projects simultaneously.

• Experience in budget development and financial management.

• Experience working in challenging environments, including during humanitarian crises or disaster responses.

• Willingness and ability to remain operational during emergencies (natural or man-made disasters).

• Availability and flexibility to meet demanding work requirements, including extended hours if needed.

• Experience of protection and child-focused empowerment programs.

Skills:

-Excellent communication skills in both written and spoken English and local languages.

-Strong report writing and proposal development skills.

-Proficiency in project management tools and administrative reporting systems.

-Good knowledge of Microsoft Office programs (Word, Excel, PowerPoint, etc.).
