Job Descriptions:

1. Position Summary

The Finance /Adm Manager/Chief Financial Officer will be responsible for the overall financial management of the SAFE EPHS Project in Nangarhar. The position will ensure effective financial planning, budgeting, accounting, reporting, cash management, internal controls, compliance, and financial accountability in accordance with the organization's policies, donor requirements, applicable laws and regulations, and project procedures.

The Finance Manager will work closely with the Project Manager, program and operations teams, senior management, and relevant stakeholders to ensure that project resources are managed efficiently, transparently, and in accordance with approved budgets.

2. Key Responsibilities

Financial Management and Accounting

  • Manage the day-to-day financial operations of the HER EPHS Project.
  • Ensure accurate, complete, and timely recording of all financial transactions.
  • Review payment requests, vouchers, invoices, payroll, advances, and supporting documentation.
  • Maintain proper accounting records and financial filing systems.
  • Ensure timely bank reconciliations, cash counts, and account reconciliations.
  • Monitor cash balances and ensure adequate liquidity for project activities.
  • Ensure proper management and clearance of staff and project advances.

Budgeting and Financial Planning

  • Support the preparation and revision of project budgets.
  • Monitor expenditure against approved budgets and identify variances.
  • Provide regular budget-versus-actual analysis and financial advice to management.
  • Work with program and operations teams to ensure expenditures are aligned with approved activities and budgets.
  • Identify potential over-expenditure, under-utilization, and other financial risks and recommend corrective actions.

Financial Reporting

  • Prepare accurate and timely monthly, quarterly, and annual financial reports.
  • Prepare donor and management financial reports in accordance with applicable requirements.
  • Provide financial information and analysis to support project decision-making.
  • Ensure all financial reports are supported by complete and properly organized documentation.
  • Support preparation of financial reports for audits and donor reviews.

Compliance and Internal Controls

  • Ensure compliance with organizational financial policies, procedures, donor rules, and applicable Afghan laws and regulations.
  • Maintain effective internal controls to safeguard project funds and assets.
  • Review financial transactions for accuracy, eligibility, authorization, and completeness.
  • Ensure proper segregation of duties within financial processes.
  • Monitor compliance with procurement, payroll, travel, and other financial procedures.
  • Identify financial risks and recommend measures to strengthen internal controls.

Audit and External Reviews

  • Coordinate and support internal and external audits.
  • Prepare required financial schedules, supporting documents, and explanations for auditors.
  • Follow up on audit findings and ensure implementation of agreed corrective actions.
  • Maintain audit-ready financial records throughout the project implementation period.
Job Requirements:
  • Bachelor's degree in Finance, Accounting, or Economics. A master's degree is an advantage.
  • Minimum of 3-5 years of relevant professional experience in finance and accounting, with demonstrated experience working on BPHS and EPHS projects funded through UNICEF during the period 2022–2026.
